Position Title: Family Resource Coordinator/McKinney-Vento & Foster Care Liaison
Location: Family Resource Center

SUMMARY OF FUNCTION
The Family Resource Coordinator serves as the primary district contact for families and students experiencing housing instability or placement in foster care. This role oversees the daily operations of the Family Resource Center (FRC), providing essential services including family workshops, community referrals, tutoring, and technology access. The goal of this position is to remove educational barriers for vulnerable populations, increase parental involvement, and ensure district compliance with the McKinney-Vento Homeless Assistance Act and the Every Student Succeeds Act (ESSA).
TYPICAL TASKS
McKinney-Vento & Foster Care Advocacy
- Identification & Enrollment: Proactively identify and enroll students experiencing homelessness or in foster care; ensure immediate enrollment even if typically required records are missing.
- Best Interest Determinations (BID): Represent the district in BID meetings with the Department of Child Safety (DCS) to determine if a student should remain in their school of origin following a placement change.
- Barrier Removal: Assist families and foster caregivers in obtaining immunizations, medical records, and birth certificates to prevent enrollment delays.
- Transportation Coordination: Collaborate with the District Transportation Department and DCS to arrange and maintain stable travel to the school of origin.
- Technical Advice: Provide ongoing technical advice to school-level staff and registrars regarding the legal rights of students in transition and the proper handling of sensitive foster care documentation.
- Dispute Resolution: Facilitate formal dispute resolution processes regarding eligibility or school selection in accordance with state and federal policy.
Family Resource Center Operations
- Direct Assistance: Provide families with trauma-informed support and referrals to community agencies; facilitate initial intake and case management.
- Program Oversight: Oversee FRC activities, including the development of a monthly community calendar and logistical support for workshops and tutoring.
- Communications: Manage the distribution of publicity materials and flyers to promote FRC services and Educational Enrichment programs.
- Data & Grants: Collect and analyze data regarding center utilization for grant reporting and monitoring Title I set-aside fund usage.
- Facility Maintenance: Ensure the FRC remains an inviting and family-friendly environment. Assist with the physical set-up of activities (requires the ability to lift and transfer 40 pounds).
General Support
- Inventory: Manage the ordering and delivery of supplies and materials for the FRC.
- Childcare: Provide or coordinate care for children during scheduled FRC activities or family workshops.
- Other Duties: Perform other duties as assigned by the Executive Director.
QUALIFICATIONS
- Education: High school diploma required. (Associate’s or Bachelor’s degree in Social Work, Education, or a related field preferred).
- Experience: Minimum of three years of pertinent work experience in social services, community outreach, or educational advocacy.
- Technical Skills: Strong proficiency in Microsoft Office Suite and Google Workspace; ability to provide technical guidance on complex federal regulations.
- Communication: Exceptional verbal and written skills; ability to maintain a professional and empathetic demeanor with families in crisis.
- Confidentiality: Demonstrated ability to handle sensitive information with integrity and maintain strict FERPA compliance regarding foster care and homeless status.
- Language (Preferred): Bilingual proficiency in Spanish or Navajo is highly desirable.
