The Finance Manager shall lead the Finance, Accounts, Compliance, Audit, and Financial Planning functions of the organization and ensure sound financial management, statutory compliance, donor compliance, corporate governance, and financial sustainability. The role will be responsible for managing organizational finances, CSR and donor-funded projects, financial reporting, risk management, internal controls, and regulatory compliance while supporting strategic decision-making by senior management.
Key Responsibilities
1. Financial Planning & Budget Management
- Lead annual budgeting, financial planning, forecasting, and financial strategy development.
- Monitor project-wise and organization-wide budgets and ensure optimum utilization of funds.
- Prepare monthly, quarterly, and annual financial reports, MIS, cash flow statements, and budget variance analysis.
- Develop financial models and provide recommendations for organizational sustainability.
- Support management in strategic financial planning and decision-making.
2. Accounts & Financial Operations
- Ensure accurate maintenance of books of accounts, ledgers, bank reconciliations, fixed asset registers, and project-wise accounting.
- Oversee accounts payable, accounts receivable, payroll accounting, reimbursements, and vendor payments.
- Ensure timely closure of monthly and annual accounts.
- Maintain accounting records in accordance with applicable accounting standards and organizational policies.
3. Statutory Compliance & Regulatory Management
- Ensure compliance with Income Tax, TDS, GST (where applicable) and other statutory requirements.
- Ensure complete compliance with FCRA regulations, donor guidelines, and funding agreements.
- Coordinate statutory, internal, donor, and project audits.
- Liaise with Chartered Accountants, auditors, legal advisors, banks, and regulatory authorities.
- Ensure timely filing of all statutory returns, financial disclosures, and regulatory reports.
4. Corporate Governance & Legal Compliance
- Ensure compliance with applicable provisions of the Companies Act, 2013 and other relevant laws governing the organization.
- Support Board Meetings, Finance Committee Meetings, and management reviews through financial presentations and reports.
- Maintain statutory financial records and compliance documentation.
- Coordinate with legal and compliance consultants for governance-related matters.
- Monitor changes in financial and regulatory laws and recommend necessary actions.
5. CSR & Donor Financial Management
- Manage financial administration of CSR-funded, domestic, and international donor-funded projects.
- Prepare project budgets, utilization certificates, donor financial reports, fund reconciliation statements, and grant reports.
- Ensure compliance with donor conditions, funding agreements, and reporting timelines.
- Support programme teams in grant management, financial planning, and project implementation.
- Maintain strong relationships with CSR partners, donors, foundations, and funding agencies.
6. Internal Controls, Audit & Risk Management
- Establish and strengthen internal financial controls and accountability systems.
- Develop and implement financial policies, SOPs, and compliance frameworks.
- Conduct financial risk assessments and recommend mitigation strategies.
- Monitor implementation of audit recommendations and corrective actions.
- Ensure safeguarding of organizational assets and prevention of financial irregularities.
7. Treasury & Fund Management
- Manage cash flow, working capital, banking operations, and treasury functions.
- Monitor fund allocation and utilization across projects and organizational functions.
- Maintain relationships with banks and financial institutions.
- Ensure adequate liquidity and effective fund management.
8. Procurement & Contract Management
- Review financial aspects of vendor agreements, contracts, MoUs, and procurement activities.
- Ensure procurement compliance with organizational and donor guidelines.
- Monitor vendor payments, advances, and contract obligations.
- Support procurement committees through financial analysis and recommendations.
9. Team Management & Capacity Building
- Supervise finance and accounts personnel.
- Build financial management capacity across programme teams.
- Ensure effective coordination between Finance, HR, Administration, and Program Departments.
- Promote a culture of accountability, transparency, and compliance.
10. Reporting & Stakeholder Management
- Prepare reports and presentations for management, Board Members, donors, and auditors.
- Provide financial insights to support strategic decisions.
- Represent the organization in financial discussions with stakeholders, donors, and partners.
Qualifications
- Master's Degree in Finance, Commerce, Accountancy, or related discipline.
- CA / CA Inter / CMA / MBA (Finance) preferred.
Experience
- Minimum 5–8 years of relevant experience in Finance & Accounts.
- Experience in NGOs, CSR implementing agencies, donor-funded projects, or development sector organizations preferred.
- Proven experience in financial management, compliance, audits, and donor reporting.
