Duties
The primary purpose of this position is to perform delegated management and oversight activities in support of the national technical countermeasures (TCM) program. Duties performed: Providing countermeasure program assurance and standardization in accordance with national program directives and objectives for all aspects of the regional program execution. Providing input and assistance in the identification and investigation of countermeasure program weaknesses or vulnerabilities. Serving as a subject matter expert (SME) to regional countermeasure personnel for all directives, policies, processes, standards, contracts, and guidance in accordance with the national TCM (Technical Countermeasures) program. Providing subject matter expertise in the planning, developing, and implementing of information technology-based technical security countermeasures, including security screening systems (e.g. x-ray, walk-through metal detectors, video surveillance systems (VSS), intrusion detection systems (IDS) and physical access control systems (PACS)
Requirements

Training and Certification: This position will require that the incumbent obtains and maintains a minimum DHS Project Manager Level II, Contract Officer Representative Level III , Comp TIA A+, Network +, and Security + certifications within 24 months of employment. This position also requires that the incumbent complete any applicable DHS training. Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operational events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism, or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable). Physical Security Training: The incumbent must satisfactorily complete (or have previously completed) the FPS Physical Security Training Program (PSTP) conducted at the Federal Law Enforcement Training Center.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Tracking regional technical countermeasure projects to ensure equipment is operational and maintenance activities are completed on schedule; Reviewing facility risk and vulnerability assessments to provide recommendations for appropriate technical countermeasure systems; Assisting regional personnel in interpreting and applying technical countermeasure policies, standards, and procedures to ensure compliance with national program directives; Supporting the preparation of procurement packages and scopes of work for technical countermeasure equipment and systems; and Conducting research on emerging technologies and devices to maintain current knowledge of technical countermeasure capabilities.
