This is a highly responsible administrative and operational management position within the Escambia County Corrections Department. The position is responsible for planning, organizing, and directing the operations of correctional healthcare services within the County jail to ensure quality healthcare delivery, regulatory compliance, and operational efficiency.
This position exercises independent judgment in the coordination and evaluation of correctional healthcare programs, including clinical support operations, administrative functions, and service delivery systems. The incumbent serves as a member of the Executive Team and is responsible for strategic planning, fiscal management, and the overall effectiveness of healthcare operations.
This is a "mandatory-testing" position that requires Drug Testing.
EXAMPLES OF DUTIES
Plans, organizes, and directs, through subordinate staff, the delivery of correctional healthcare services, including clinical support, ancillary services, and administrative functions within the jail facility
Provides administrative oversight of nursing and healthcare operations through direct supervision of the Nurse Manager and coordination with clinical leadership
Manages healthcare delivery across clinical, ancillary, and support service areas, including medical, pharmacy, laboratory, and medical records functions
Ensures compliance with federal, state, and local regulations, including Department of Health requirements, HIPAA standards, and applicable correctional healthcare guidelines
Maintains operational readiness for accreditation and audits in coordination with the Compliance and Accreditation Manager
Participates in and supports Continuous Quality Improvement (CQI) and Quality Assurance activities, including review of performance metrics and implementation of operational improvements
Works with department staff to develop, monitor and control the corrections medical budgets
Reviews and approves invoices, purchasing activities, and inventory management systems for healthcare supplies and equipment
Analyzes operational data, service utilization, and staffing needs to support planning, resource allocation, and program effectiveness
Evaluates healthcare programs, policies, procedures, and operations; formulates improvements; and implements changes as needed
Coordinates and oversees healthcare-related emergency response operations, ensuring appropriate staffing, communication, and adherence to established protocols, while deferring clinical decision-making to licensed medical providers
Serves as the primary liaison between healthcare services and corrections leadership, facilitating communication, coordination, and problem resolution
Collaborates with County departments, external healthcare providers, and partner agencies to support continuity of care and operational effectiveness
Selects, assigns, supervises, and evaluates the performance of subordinate staff; recommends disciplinary actions as necessary
Ensures staff compliance with County policies, procedures, and required training
Prepares reports, correspondence, and documentation related to healthcare operations and program performance
Participates in meetings, conferences, and training sessions as required
Ensures administrative coordination of inmate healthcare grievance responses in accordance with established policies and procedures
Performs other duties as assigned or required
MINIMUM QUALIFICATION REQUIREMENTS:
Training and Experience:
Bachelor’s degree in Healthcare Administration, Business Administration, or a related field, and a minimum of five years of experience in healthcare administration or a related setting such as hospitals or clinics, including five years of experience in a supervisory or management role; or a combination of education and experience equivalent to these requirements.
Preferred Qualifications:
A Master’s degree in Healthcare Management (MHM), Business Administration (MBA), or Public Health (MPH)
Licenses and Certifications:
Must possess a valid driver’s license from state of residence
Must pass fingerprint background investigation

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situations and is expected to perform emergency service duties as assigned.
Physical Requirements:
Work is performed in an office as well as in a jail clinic environment. Employee must be able to work within confined, locked areas. Physical requirements include the ability to sit for up to three hours continuously; frequent stand/walking, bending, squatting, and reaching while on concrete floors.
Positions in this class typically require balancing, reaching, standing, walking, grasping, talking, hearing, seeing, finger and hand dexterity, as well as repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Potential hazards include working with emotionally unstable, non-compliant or aggressive inmates, exposure to contagious diseases, and exposure to repetitive stresses due to prolonged use of computers.
