<br>POSITION SUMMARY<br>We are seeking an experienced and driven Chief Operating Officer (COO) / Compliance Manager to<br>serve as the operational and regulatory backbone of Epoch Health Care LLC. This is a dual-function<br>leadership role — you will oversee day-to-day ambulance operations while ensuring full compliance<br>with Massachusetts 105 CMR 170.000 EMS regulations, MassHealth, Medicare, HIPAA, and the City of<br>Boston contract obligations. Reporting directly to the CEO/Owner, this person will be instrumental in<br>securing Epoch's BLS service license and scaling the company's ambulance operations.<br><br>KEY RESPONSIBILITIES<br>Operations Leadership<br>• Oversee all daily ambulance and medical transport operations, scheduling, and dispatch<br>• Manage and mentor EMT-Basic crews, drivers, and administrative staff<br>• Develop and implement Standard Operating Procedures (SOPs) aligned with 105 CMR 170.000<br>• Coordinate vehicle maintenance schedules and ensure fleet readiness at all times<br>• Serve as the primary liaison to the Affiliate Hospital Medical Director<br>Regulatory Compliance<br>Lead and manage the BLS service license acquisition process with Massachusetts OEMS<br>• Maintain compliance with 105 CMR 170.000, 105 CMR 171.000, and all OEMS administrative<br>requirements<br>• Oversee QA/QI program per affiliation agreement requirements under 105 CMR 170.300<br>• Ensure HIPAA compliance across all clinical documentation and patient records<br>• Manage MassHealth, Medicare, and payer billing compliance in coordination with billing staff<br>• Prepare and submit all required OEMS reports, vehicle inspections, and license renewals<br>• Respond to OEMS inquiries and represent the company during inspections and audits<br>• Maintain compliance with the City of Boston Living Wage Ordinance and contract reporting<br>requirements<br>Administrative & Financial Oversight<br>• Monitor revenue cycle, billing operations, and key financial performance indicators<br>• Support contract management for City of Boston, Boston Public Schools, MTM, and other payers<br>• Oversee credentialing, background checks, and staff compliance documentation (CORI, driving<br>records, certifications)<br>• Manage MTM network compliance, including credential tracking and portal updates<br><br>REQUIRED QUALIFICATIONS<br>• Minimum 5 years of experience in EMS, ambulance service operations, or healthcare compliance<br>• Deep working knowledge of Massachusetts 105 CMR 170.000 EMS regulations<br>• Demonstrated experience managing or obtaining OEMS ambulance service licensure<br>• EMT-Basic certification (or higher) strongly preferred<br>• HIPAA compliance training and demonstrated knowledge of healthcare privacy regulations<br>• Strong organizational, communication, and leadership skills<br>• Proficiency in EMS documentation software and Microsoft Office Suite<br>PREFERRED QUALIFICATIONS<br>• Prior COO, Director of Operations, or Compliance Officer title at a licensed MA ambulance service<br>• Experience with MassHealth and Medicare billing compliance for ambulance services<br>• Familiarity with MTM, Veyo, or other NEMT network compliance platforms<br>• Knowledge of City of Boston contracting and Living Wage Ordinance requirements<br>• Bachelor's degree in Healthcare Administration, Emergency Management, or related field</div>
