What you’ll do
EHS, OHSAS & PESO
Department: Environment, Health & Safety (EHS)
Reporting To :Operations Head
Location: Palghar, Maharashtra, India
Experience Required : 5 - 7 Years (Lubricant / Chemical / Petroleum industry preferred)
Qualification : B.E. / B.Tech (Mechanical / Chemical / Fire & Safety) OR Diploma in Industrial Safety
EHS Management System
Develop, implement, and maintain the plant-level EHS Management System aligned to ISO 14001:2015 and ISO 45001:2018 / OHSAS 18001.
Conduct regular plant-wide risk assessments, Job Safety Analysis (JSA), and Hazard Identification & Risk Assessment (HIRA) for all operations.
Ensure 100% compliance with Factories Act 1948, Maharashtra Factories Rules 1963, Environment Protection Act 1986, and all applicable state/central environmental notifications.
Maintain all statutory registers, records, and returns: Form 1 to Form 35 under Factories Act; MPCB consents; Hazardous Waste returns.
Prepare and submit periodic EHS compliance reports to Plant Head and regulatory authorities.
Lead accident / incident investigations using Root Cause Analysis (RCA) methodology and ensure corrective actions are closed within timelines.
Monitor and report leading and lagging safety indicators on a monthly basis.
OHSAS 18001 / ISO 45001 Implementation
Own and drive the ISO 45001:2018 (Occupational Health & Safety Management System) certification process for the new Palghar plant.
Maintain documentation system for OH&S objectives, operational controls, management of change, and internal audit schedules.
Plan and conduct internal OHSAS audits; prepare audit reports and track non-conformances (NCs) to closure.
Coordinate with external certification bodies for surveillance and recertification audits.
Chair the Safety Committee meetings as per Factories Act (mandatory for plants with 250+ workers); maintain minutes and action trackers.
Drive behaviour-based safety (BBS) programmes; conduct safety inductions for all new joiners, contractors, and visitors.
Manage Personal Protective Equipment (PPE) programme selection, issue, inspection, replacement, and usage compliance.
PESO Compliance Petroleum & Explosive Safety
Maintain and renew PESO licences under the Petroleum Act 1934 and Petroleum Rules 2002 for storage and handling of lubricating oils, base oils, and flammable blending components.
Classify all petroleum products stored on-site by flash point (Class A/B/C) and ensure storage complies with prescribed safe distances, tank farm layouts, and bunding requirements.
Liaise directly with PESO (CCOE Chief Controller of Explosives, Nagpur) for new licence applications, amendments, inspections, and renewals.
Implement all PESO safety conditions: earthing, lightning protection, fire-fighting provisions, ventilation, No Smoking Zone enforcement, and electrical area classification (EAC) per IS/IEC 60079.
Ensure static and mobile tanks, tanker loading/unloading bays, drum-filling stations, and blending vessels conform to PESO requirements.
Maintain all PESO-related test certificates: pressure vessel tests, pipeline hydro-tests, earthing continuity tests, fire extinguisher service records.
Prepare and maintain Onsite Emergency Plan (OSEP) and coordinate offsite emergency planning with MIDC / District Emergency Authority.
Fire Safety & Emergency Management
Design and maintain the plant fire protection system: hydrant network, sprinklers (where required), foam trolleys, DCP/CO2 extinguishers, fire detection and alarm systems.
Ensure compliance with NBC (National Building Code) fire safety provisions, Maharashtra Fire Prevention & Life Safety Measures Act, and MIDC fire NOC requirements.
Conduct quarterly fire drills, mock evacuation exercises, and emergency response team (ERT) training. Maintain drill records.
Liaise with local fire station (MIDC Palghar / Tarapur) for NOC renewals and emergency coordination protocols.
Manage the Onsite Emergency Plan (OSEP) and First Aid Medical Emergency Response Plan
Training, Culture & Communication
Design and deliver monthly safety training calendar: toolbox talks, SOP-based training, chemical handling, PPE usage, emergency response.
Conduct safety inductions for all new employees, contract workers, and third-party visitors before site entry.
Prepare safety communication materials: safety bulletins, near-miss alerts, hazard flash cards in regional language (Marathi/Hindi/English).
Develop and track safety awareness metrics: training man-hours, near-miss reporting rate, safety observation cards.
