Engineer / Sr. Engineer – Tendering, Costing & Estimation (Civil – Railways)

Job Summary
We are seeking a Civil Tendering & Estimation professional with experience in Railway
infrastructure projects to support the end-to-end bid management process. The role includes
tender identification, quantity take-offs, cost estimation, techno-commercial bid preparation
and coordination with internal teams.
The candidate should have exposure to Railway Civil works such as Track works, Earthwork,
Bridges, Buildings, Platforms, Drainage, P-Way and Railway EPC projects.
Key Responsibilities
1. Tender Identification & Opportunity Tracking
• Monitor tender portals such as:
o IREPS
o GeM
o CPPP
o State & PSU portals
• Identify tenders related to:
o Railway Civil & Infrastructure works
o Track (P-Way) works
o Earthwork & formation
o Minor/Major bridges & ROB/RUB
o Station buildings & platforms
• Conduct Bid / No-Bid analysis based on eligibility and project viability.
2. Tender Preparation & Submission
• Prepare Techno-Commercial bids including:
o Tender document review & compliance
o Technical write-ups and methodology
o Quantity take-offs
o BOQ verification
o Financial bid preparation
• Ensure compliance with tender conditions and specifications.
• Participate in pre-bid meetings and clarifications.
3. Costing & Estimation (Core Role)
• Prepare detailed project cost estimates for Railway Civil projects.
• Perform:
o Quantity take-offs from drawings
o Rate analysis for major items
o Material, labour & equipment costing
o Subcontractor & vendor costing
o Overhead and margin analysis
• Develop and maintain cost database and benchmarks.
• Support value engineering and cost optimization.
4. Technical Coordination
• Coordinate with engineering and planning teams for:
o Construction methodology
o Resource planning
o Project scheduling inputs
• Review technical specifications and railway standards.
5. Post-Bid Support
• Assist in handover to execution team after award.
• Support preparation of:
o Budget baseline
o Vendor finalization inputs
o Variation / change order costing.
6. Vendor & Subcontractor Coordination
• Obtain budgetary quotations from vendors/subcontractors.
• Support vendor comparison and techno-commercial evaluation.
Educational Qualification
• B.E / B.Tech in Civil Engineering (Mandatory)
Experience Required
• 2 – 10 years in Civil Tendering / Estimation
• Experience in Railway / Infrastructure / EPC projects preferred
• Exposure to tenders from Indian Railways, RVNL, DFCCIL, RITES, IRCON, State Rail
Projects is desirable.
