The Healthcare Recruiter is responsible for managing the full-cycle recruitment process to attract, engage, and hire qualified candidates who support the mission of delivering high-quality, accessible healthcare services in a Federally Qualified Health Center (FQHC) setting. This role focuses on sourcing diverse talent, building strong candidate pipelines, and partnering with leadership to meet staffing needs across clinical and non-clinical departments.
ESSENTIAL DUTIES
Recruitment Strategy & Workforce Planning
- Partner closely with the HR Director, HR Manager, Leadership, and hiring managers to understand workforce needs, define role requirements, and develop effective, targeted recruitment strategies.
- Advise, coach, and train hiring managers on best practices throughout the recruitment lifecycle, including structured interviewing techniques, candidate evaluation, and equitable hiring practices.
- Develop and implement effective candidate assessment techniques to identify top talent based on role-specific competencies, skills, and organizational fit.
- Evaluate recruitment effectiveness and make data-driven decisions to adjust strategies when roles are difficult to fill (e.g., reassessing job titles, requirements, compensation alignment, or sourcing channels).
- Proactively identify challenges in attracting candidates and recommend solutions, including refining job criteria or questioning role scope when necessary.
Requisition Management & Job Posting
- Ensure all positions are properly approved through the requisition process prior to posting and align with organizational workforce planning and budget.
- Review and request updated job descriptions in partnership with hiring managers to ensure accuracy, market competitiveness, and alignment with role expectations before posting.
- Collaborate with hiring managers, leadership, and Marketing/Development teams to create compelling job postings, recruitment materials, and employer branding content that attract qualified candidates.
Sourcing & Pipeline Development
- Source candidates through job boards, social media, educational institutions, community outreach, and healthcare networks, with a focus on building diverse candidate pipelines.
- Build and maintain talent pipelines for high-demand and hard-to-fill roles.
- Develop and maintain partnerships with local schools, residency programs, workforce agencies, and community organizations to support ongoing recruitment efforts.
Candidate Screening & Interview Process
- Manage full-cycle recruitment including sourcing, screening, interviewing, and guiding candidates through the hiring process to ensure a positive candidate experience.
- Conduct thorough candidate prescreens to assess qualifications, experience, and alignment with role requirements and organizational culture.
- Ensure interview processes follow consistent, structured, and fair guidelines, including standardized evaluation criteria and documentation.
- Guide hiring managers in developing effective interview questions, ensuring a balanced mix of behavioral and job knowledge-based questions aligned with role competencies.
- Educate and advise hiring teams on avoiding bias in hiring decisions and promoting inclusive, equitable candidate evaluation practices.
- Coordinate and schedule interviews, reference checks, background screenings, and credential verification as applicable.
Offers & Compensation
- Partner with the HR Manager and HR Director to develop and present competitive compensation packages and employment offers in alignment with the organization’s approved pay ranges and compensation structure.
- Provide market feedback and candidate insights to HR Manage and HR Director, proactively identifying when compensation packages may no longer be competitive and recommending adjustments based on recruiting trends and candidate responses.
Compliance & Documentation
- Ensure compliance with EEOC guidelines and other regulatory agencies that promote fair hiring practices, including adherence to federal, state, and local labor laws (e.g., salary transparency, non-discriminatory postings, and equitable hiring practices).
- Ensure thorough and consistent documentation of the recruitment process, including candidate evaluations, interview feedback, and hiring decisions.
Systems, Reporting & Process Improvement
- Maintain, manage, and optimize the organization’s job boards and Applicant Tracking System (ATS) to ensure accurate and compliant documentation of all recruitment activities.
- Develop, implement, and continuously improve recruitment tools, resources, and guidelines to standardize and enhance the hiring process across the organization.
- Track, analyze, and report on recruitment metrics (e.g., time-to-fill, source effectiveness, candidate pipeline health) to inform continuous improvement.
Onboarding, Candidate Experience & Employer Branding
- Collaborate with the HR team to support onboarding processes and ensure a smooth and professional transition for new hires.
- Represent the organization professionally to all candidates by developing a strong understanding of the company’s culture, mission, and values, ensuring a positive and engaging candidate experience.
- Participate in job fairs, networking events, and community hiring initiatives to promote the organization and attract talent.
POSITION REQUIREMENTS
- Bilingual: Fluency in English and Spanish required (written and oral).
- A minimum of 3 years of recruiting experience, preferably in healthcare or community health settings.
- Experience managing and optimizing job board postings and Applicant Tracking Systems (ATS) within an HRIS environment; experience with UKG preferred.
- Ability to occasionally travel within the community to represent the organization at recruitment activities/events.
- Bachelor’s degree in Human Resources, Business Administration, or related field, preferred.
- Knowledge of healthcare recruiting and compliance requirements.
- Strong understanding of recruitment strategies and sourcing techniques.
- Excellent communication and interpersonal skills.
- Ability to manage multiple requisitions and priorities in a fast-paced environment.
- Strong organizational and time management skills.
