About the Department
Reporting to the Executive Director for Early Care and Education, the Prenatal-3rd Grade Manager will provide oversight and collaborative leadership for Early Care & Education (ECE) programs.
Salary:
The full annual salary range is $96,553.60 - $117,499.20. Offers are made at the entry level of the range.
Assignment:This position will be full-time, year-round. The position also requires a criminal history check and fingerprint check through the Department of Children, Youth and Families (DCYF) as well as a health exam, TB test, and proof of MMR immunization or exemption prior to starting. This position will have a hybrid work schedule. The person in the role will need to be able to work out of the Vancouver, WA office as needed.

Position Duties
Essential Functions:
- Manage operations in designated programs including budget development and monitoring, staffing and contract compliance.
- Serve as an agency representative at local, regional and state meetings.
- Collect, track and analyze data to inform strategic program planning and decision making.
- Develop and implement policies and procedures that comply with specific program requirements and performance standards.
- Support job-embedded professional learning experiences for staff.
- Hire, supervise, train and evaluate staff.
- Collaborate with school district and community partners to support coordinated outreach and enrollment in P-3 programs.
- Coordinate P-3 projects in partnership with AESD, OSPI, CCA and DCYF partners.
- Partner with other ESD 112 managers to support the Kindergarten transition process as well as P-3 professional development.
- Serve as a regional leader and facilitator for P-3 system conversations, planning, implementation and scale up.
Maintain regular attendance to carry out the duties and responsibilities of the position.
Other Functions:- Provides direction, information, and interpretation concerning state and federal rules and regulations.
- Create and submit monthly, quarterly and annual reports and evaluations.
- Participate in regular meetings with staff, funders and community partners.
- Support ongoing continuous quality improvement efforts.
- Uphold the Vision, Values, and Commitment to Professionalism of the ECE Department at ESD 112.
- Other duties as assigned.
Minimum Qualifications
Minimum Qualifications:
- Bachelor's degree in Early Childhood Education or Elementary Education.
- Three years of experience providing direct service and/or coordinating a program serving families and children 0-8 years of age.
- Experience with teaching in a P-3 setting.
- Experience supervising staff.
Preferred Qualifications and Skills:- Experience with early learning and K-3 regulations and performance standards.
- Experienbce with system development and implementation.
- Bilingual/Bicultural.
Other Qualifications
Working Conditions/Physical Requirements:
- Travel across SW Washington as needed.
- Frequent sitting, stooping, bending, and lifting up to 30 pounds.
- Physical environment may include office setting, remote office setting, family child care homes, child care centers, preschool programs, or community work sites.
- Extended and/or flexible hours as necessary, including some evenings and weekends.
