About the Employer:
The Eastern and Midland Regional Assembly (EMRA) is one of the three Regional Assemblies in Ireland. It was created alongside the Southern and Northern & Western Regional Assemblies by the Local Government Reform Act 2014 and officially established in January 2015.
Regional Assemblies play an important role in promoting and supporting effective and balanced regional development and are tasked with a general competence to co-ordinate, promote and support strategic planning and sustainable development and to promote effectiveness in Local Government and public services in different areas of the state.
Part of the local government structure, the EMRA operates independently to provide a range of functions for the Region which include policy making, monitoring and oversight and promoting enhanced co-ordination in the Region. A key function of the Assembly is to prepare, make and implement the Regional Spatial and Economic Strategy which links Project Ireland 2040 with local economic development and planning through Development Plans and Local Economic and Community Plans. The Assembly also has an important role in promoting and supporting effective regional development through participation in the management of EU funds programmes (EU JTF and ERDF) and securing EU funding for specific regional projects.
The Eastern and Midland Regional Assembly (EMRA) works with key stakeholders at EU, national, regional and local level to enable sustainable regional development.
About the Role:
The Senior Executive Officer/Assistant Director position forms part of the senior management team for the Eastern and Midland Regional Assembly. Reporting to the Director, the Senior Executive Officer/Assistant Director is charged with the efficient management, direction and development of the division and function to which they are assigned, with an initial assignment to the Corporate/HR/Finance/IT Division. Managers at this level work within defined parameters relevant to the position, in accordance with the Regional Assembly’s vision and objectives as set out in its Corporate Plan. Delivery of efficient services and value for money are crucial.
This is an experienced managerial position responsible for leading on policy implementation, service delivery and change management in a dynamic and goal driven environment.
The Senior Executive Officer will be required to work closely with the Senior Management Team and Elected Members to deliver the full range of services, implement policy decisions and deliver on strategic corporate objectives and in accordance with general policy direction of the elected members.
About You:
The ideal candidate shall have the following Skills and Experience:
• Significant experience at a management level;
• Experience of implementing agreed strategies to meet objectives and the ability to expand and improve the range, quantity or quality of existing services;
• Experience of recommending changes in strategies in light of change in circumstances;
• Experience of putting in place efficient and effective working structures, performance management arrangements and target based objectives;
• Experience in the management and supervision of employees, building effective teams, developing motivation and commitment and maintaining sound employee relations;
• Ability to promote an open knowledge sharing environment that builds knowledge, skills and service for the benefit of the Regional Assembly as a whole;
• Ability to develop and monitor key performance indicators with the Director;
• Ability to develop and maintain productive relationships with all customers and stakeholders. Meet regularly with stakeholders, providing updates, presentations and reports, taking customer feedback and ensuring any learning from same is used to enhance the operations of the Regional Assembly;
• Ability to navigate the complex environment in which local government operates and be accountable;
• Ability to produce and deliver high quality written reports, presentations and other documentation;
• Strong communication skills, with highly developed influencing and engagement skills including issue/conflict resolution;
• Excellent organisation skills and discipline, and possess the drive to deliver the required results;
• Sound judgement and capacity to work autonomously;
• Ability to work under pressure in a cross functional environment and to tight timelines;
• A high level of attention to detail and accuracy;
• Experience of managing internal controls to assure process and legal compliance and fraud prevention;
• Experience of managing a portfolio of projects and agree priorities, plan delivery timeframes, track project progress;
• Ability to drive productivity through continuous process improvement;
• Experience of managing finance and budgets and ensuring value for money;
• Ability to demonstrate appropriate and positive self-confidence;
• Ability to operate effectively in an environment with significant complexity and pace;
• Ability to network effectively with internal and external stakeholders in particular representatives of Government Departments, State agencies, the Third Level Sector, Chief Executives / Local Authority officials, business leaders and other regional interests;
• Is enthusiastic and motivated about the role;
• Demonstrate a knowledge and understanding of local/regional government and structures in Ireland or have the ability to quickly acquire same.
