Program Background
The Economic and Social Infrastructure Program (ESIP) is an Australian Government Department of Foreign Affairs and Trade (DFAT) program implemented by DT Global.
Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy and telecommunications sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design and construction services.
Gender equality, disability and social inclusion (GEDSI) and social and environmental safeguards are a focus of the program and are mainstreamed across ESIP’s activities and operations.

The Role
The purpose of this Expression of Interest (EOI) is to establish a flexible pool of suitably qualified professionals with expertise in organisational culture, workforce development and human resource (HR) systems strengthening who can be engaged on an as‑needed basis to support ESIP’s work across the telecommunications, energy and infrastructure sectors.

About You
We are interested in candidates who bring:
Demonstrated experience in organisational development, HR reform or workforce strengthening, preferably within telecommunications, energy, infrastructure, SOE or government contexts
Ability to undertake independent, evidence-based assessments of organisational culture, workforce capability and HR system effectiveness
Experience reviewing and strengthening HR policies, performance frameworks, workforce structures and governance arrangements
Understanding of GEDSI principles and inclusive workforce practices.
