Douglas County Emergency Management is seeking an enthusiastic candidate with a passion for emergency preparedness who thrives in a fast-paced environment. The Emergency Management Coordinator plays a vital role in ensuring plans, policies, and procedures are in line with best practices as well as networking with Douglas County departments and regional public safety agencies to ensure seamless response and recovery from emergencies. The right candidate will be one with the skills and experience in developing and coordinating emergency management programs and operational plans to ensure the emergency preparedness and increased capabilities for the Douglas County community.

Primary ObjectivesPerforms intermediate work assisting in the development, coordination, conduct, facilitations, and management of the county-wide emergency management program. Collaborates on programmatic emergency management efforts with partners in various County departments, fire and special districts, law enforcement agencies, and with regional, state, federal, and private partners; performs other tasks as apparent or assigned.

Position Duties
PRIMARY DUTIES AND RESPONSIBILITIES
- Develops relationships with public safety agencies, county government, and other local and regional entities to facilitate plan development, response effort coordination, and exchange of ideas to ensure the county is prepared to handle emergencies and disasters.
- Serves as a liaison to County staff, the public, private groups, and other agencies; represents the County in various public and private organizations and community groups on emergency preparedness; provides assistance to other agencies with the development of their emergency response plans; provides operational information to private groups, special districts, county, state, and federal agencies; establishes and maintains highly effective cooperative relations with other government agencies, civic groups, private industry, and the general public
- Leads the development and maintenance of operational plans and procedures that are coordinated and implemented among all stakeholders (including but not limited to emergency response, continuity of operations, hazard mitigation, and recovery from emergencies/disasters) based upon federal, state, and local guidance; ensures compatibility with plans developed by other agencies throughout the local area and region.
- Receives, reviews, maintains, and provides updates to partner organization's emergency plans, including but not limited to schools, hotel/resorts, hazmat facilities, hospitals, etc.
- Performs complex assessments of hazards to evaluate preparedness activities and identify gaps to establish actions for increasing capabilities.
- Serves as a leader and expert in Emergency Management, particularly during activation of the Emergency Operations Center (EOC), including serving as alternate EOC manager and working to ensure a coordinated county-wide or regional disaster response.
- Prepares program reports for senior-level supervisors; reviews reports and records of program activity to ensure progress toward specified program objectives.
- Responds to and resolves difficult and sensitive inquiries and complaints; provides information to the public concerning emergency preparedness.
- Seeks program funding through grants and other opportunities and maintains documentation related to those funding streams; prepares grant reports.
- Develops and maintains a working understanding of alternative communication systems, and other technologies to promote streamlined operations and communications before, during, and after incidents.
- Assists with coordinating the county's Local Emergency Planning Committee as required by state and federal statute and provides outreach, information, and reporting reminders to hazmat facilities within the County.
- Maintains current and ongoing knowledge of relevant technology, equipment, operational trends and innovations; coordinates with relevant County departments regarding equipment recommendations and required maintenance, repair, or replacement to ensure optimal performance.
- Develops, plans, and execute trainings and exercises with stakeholders. Develops after-action reports, identifies areas for improvement, monitors improvement plans, and ensures completion of identified improvement planning items in coordination with identified stakeholders.
- Uses County vehicle to perform various tasks related to job duties.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
Minimum Qualifications
MINIMUM QUALIFICATIONS
- Bachelor’s degree in emergency management, public safety, or a closely related field; and three (3) years of experience in emergency management, preferably with EOC or Incident Command Post experience; OR an equivalent combination of education, training and experience.
CERTIFICATES/LICENSES- Valid Driver’s License.
- FEMA Professional Development Series or FEMA Basic Academy within 6 months of employment
- FEMA IS 100, IS 200, IS 700, IS 800
- G2300, ICS 300, ICS 400, G191 within 6 months of employment
- Nevada Emergency Preparedness Association (NEPA) membership within 6 months of employment
- NEPA certified Nevada Emergency Manager/NVEM-A or IAEM Associate/Certified Emergency Manager within 1 year of employment
