About the Department

The purpose of the class is to ensure that residential and commercial building construction complies with applicable building, mechanical, electrical, and plumbing codes; to make responsible decisions on determinations of hazardous or substandard conditions for existing structures; and to perform related technical and administrative work as required. This class works according to some procedures but decides how or when to do things; work is reviewed regularly by supervisor.

Position Duties


•    Performs routine to moderately complex inspections and enforcements of site development, building, electrical, gas, mechanical, plumbing and fire prevention codes.
•    Investigates and enforces all adopted regulatory codes and ordinances pertaining to building construction, such as mechanical, electrical and plumbing codes.
•    Checks vehicle and plans inspection route.
•    Participates in the inspection of manufactured housing units.
•    Performs daily inspections as assigned making determinations of hazardous or substandard conditions for existing structures and compliance of building codes and ordinances.  Reviews any code changes with appropriate parties.
•    Prepares and maintains inspection reports for each complaint and county ordinances violation, and issues notices of correction.
•    Follows-up on buildings without permits, unsafe structures or other outstanding issues.
•    Inspects and enforces flood plain regulations
•    Posts sewer notices  
•    Performs duties in relation to new ordinances and amendments that reflect new codes or requirements.
•       Prepares a variety of studies, reports and related information for decision-making purposes.
•    Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
•    Attends training, conferences, and meetings, to enhance job knowledge and skills and maintain certifications.
•    Performs general administrative/clerical work as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, attending and conducting meetings, etc.
•    Performs other related job duties as assigned.


Minimum Qualifications

PROVISIONAL RESIDENTIAL INSPECTOR
$41,635.98 - $45,799.58

Education and Experience:
Associate degree in construction, business or a closely related field preferred but not required.
High School diploma or GED required.
Requires at least one (1) year of related work experience.

Special Qualifications:
Must possess a valid state driver’s license.
SC Building Inspector License or must obtain one certification within the first year in role.

COMBINATION RESIDENTIAL INSPECTOR
$43,717.77 -$48,089.55

Education and Experience:
Associate degree in construction, business or a closely related field preferred but not required.
Requires at least one (1) year of related work experience.

Special Qualifications:
Must possess a valid state driver’s license.
Any combination of two of the four Residential Inspector Certifications (Building, Electrical, Plumbing, or Mechanical) through the SC LLR.


RESIDENTIAL BUILDING INSPECTOR
$45,903.65 - $50,494.02

Education and Experience:
Associate’s degree in construction, business, or a closely related field preferred but not required.
Requires at least one (1) year of related work experience.

Special Qualifications:
Must possess a valid state driver’s license.
Must possess all four Residential Inspector Certifications (Building, Electrical, Plumbing, and Mechanical) through the SC LLR.
