Billing & Quantity Surveying is responsible for tendering, quantity estimation, contractor negotiations, preparation of work orders and purchase orders, variation and claim management, vendor development, and coordination with project teams to ensure timely and cost-effective execution of construction projects.
Key Responsibilities:
Tendering & Procurement
• Prepare detailed BOQs (Bill of Quantities) and tender documents.
• Float enquiries and tenders for upcoming project packages.
• Obtain and evaluate quotations from vendors and contractors.
• Prepare comparative statements for commercial evaluation.
Contract Management
• Negotiate rates, commercial terms, and conditions with contractors and suppliers.
• Prepare approval notes for management review and approvals.
• Draft and process Work Orders (WO) and Purchase Orders (PO).
• Maintain contract documentation and records.
Quantity Surveying & Estimation
• Perform quantity take-offs from drawings and site measurements.
• Verify quantities for billing, procurement, and project costing.
• Assist in cost estimation and budget monitoring.
Billing, Variations & Claims
• Review contractor bills and supporting documents.
• Prepare and evaluate variation orders and claims arising from design or scope changes.
• Resolve commercial issues related to quantities, rates, and contract provisions.
• Conduct site verification for major variations and claims.
Vendor Management
• Identify and onboard new contractors and suppliers.
• Conduct vendor evaluations and performance assessments.Develop and maintain strong vendor relationships.
Project Coordination
• Coordinate with project, site, and design teams to understand project requirements.
• Monitor contractor performance and obtain feedback from site teams.
• Participate in site visits to review project progress and contractor capabilities.
• Support smooth project execution through effective stakeholder coordination.
Cost Control & Value Engineering
• Ensure packages are awarded within approved budgets.
• Explore cost-saving opportunities without compromising quality.
• Support value-engineering initiatives and process improvements.
Necessary Qualification & Skillsset
- Required experience - 8 years – 10 years
- B.E. Civil
- Relevant experience in Quantity Surveying, Billing, Contracts, or Procurement within the Construction / Real Estate industry.
