Duties
You will serve as expert resource on management functions, processes, principles, and the methods used to gather, analyze, and evaluation information concerning the management process.,You will analyze organizational structures; methods, procedures, and workflow; communications design; and manpower utilization and control.,You will initiate and perform program performance and evaluation activities as part of a program performance measurement methodology with the goal of facilitating program improvement and effectiveness.,You will analyze and advise NCIS program managers and senior leadership on program performance measurements and processes, data research, assessments, and other program performance issues affecting NCIS missions and operations.,You will provide briefings on analytical findings and recommendations and assist in the implementation of change across programs.,You will research, collect, review, interpret, evaluate, and integrate data from multiple sources.,You will develop new or substantially modified work operations and progress plans, resource estimates and utilization, intra- and inter-program/project balances, and other related aspects of the organization's program/project.,You will represent NCIS on interagency and intra-agency meetings, committees, panels, and conferences.
Qualifications
GS-13-Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Preparing and presenting briefs/presentation/factual reports to senior executives and management teams regarding strategic performance and to propose action plans; Assessing and evaluating effectiveness of programs; Monitoring and reporting on agency and program performance; Guiding and leading meetings with subject matter experts and managers and obtaining information and achieving consensus; Applying advanced management theories, principles and practices to recognize, analyze and make recommendations on difficult problems or compiles issues or questions. GS-12-Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Resolving complex problems that require innovative thinking, novel solutions, resourcefulness, and ingenuity by applying advanced management theories, principles and practices; Applying knowledge of program performance and evaluation functions, processes, practices, theories, techniques, and principles to define problems and making recommendations on program performance issues; Effectively facilitating and guiding meetings designed to elicit information from program management staff and subject matter experts in support of program performance measurements and evaluation.
