Duties
1. Serves as the Air Force centralized Explosive Ordinance Disposal (EOD) Munitions User Functional Manager who is the single focal point for all MUFM functions in support of Air Force EOD installation level munitions requirements for base-level users IAW AFI 21-201, Munitions Maintenance. 2. Provides Air Force strategic management control of demolition munitions requirements and centrally managed equipment acquisitions. 3. Manages Air Force EOD Program Planning, Programming, and Budgeting Guidance, Resource Allocation, and Operational Mission Support.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must provide program management, direction, coordination, planning, and development of EOD munitions requirements. Lead service planner, programmer, and technical expert in areas of munitions requirements, forecasting, and allocation processes. Plans, programs, and provides technical EOD expertise in the development of functional community munitions requirements, forecasts, and allocations. Monitors and validates allocation transfers and mid-year out of cycle munitions allocation requests. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of Air Force and Joint EOD programs, regulations, sound business practices, concepts, principles, procedures, practices and extensive familiarity with other engineering disciplines and architecture. 2. Knowledge of professional principles, practices, techniques, and procedures to effectively perform functions associated with program and project development, process improvement principles, execution, training, and advisory services. 3. Knowledge of the Federal Planning, Programming and Budgetary System (PPBS); ability to acquire and administer human, financial, material, and information resources in a manner that instills public trust and enables the organization's mission. 4. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations and developing viable conclusions and recommend solutions based on justifiable facts and evidence. 5. Ability to develop and implement organizational vision that integrates program goals, priorities, and values; plan, organize, mentor, motivate, and appraise the staff of supporting and supported organizations. 6. Ability to produce effective written and oral communications; produce complete and accurate staff work; initiate process change and improvement; plan and organize. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
