Duties
Clarifies publications, publishes supplements, and monitors reports and replies as required. Analyzes computer products and other information related to standard base supply, transportation, fuels, and logistics plans systems to identify and isolate problems. Provides management support to the personnel within the Logistics Readiness Squadron and supported satellites. Conducts flight visits to discuss and formulate procedures or corrective actions to solve various challenges. Determines appropriate checklists, regulations, statistical data, and guidelines required for in-depth review of supply, transportation, fuels and logistics planning functions. Develops and maintains up-to-date checklists for all functional areas of the Logistics Readiness Squadron. Reviews appropriate checklists for accuracy, completeness, and validity prior to conducting surveillance visits. Prepares local guidance, surveillance reports and briefings. Develops supplementary instructions to plans and regulations and publishes squadron regulations as necessary, to provide clear and concise guidance or instructions. This includes all work incidental to the preparation, coordination. and publication of operating information of any type for use by other flights in the supply system. Reviews critical elements of supply, transportation, fuels and logistics planning performance. Regularly conducts surveillance visits within the office, in the work area, and/or in customer organizations. Performs review of supply, transportation, fuels and logistics planning management concepts, trends, and strategies which shape organizational direction and development. Liaises with HQ USAF, MAJCOMs, Defense Logistics Agencies (DLA), etc. on all matters pertaining to the base-level functional procedural program. Establishes, develops, and maintains effective working relationships with various on- and off-base agencies. Meets with key customers and coordinating officials to assess customer requirement and satisfaction, explain organizational policy and procedures, and resolves problems concerning the Logistics Readiness Squadron's mobility, transportation, supply, port operations, and fuels functions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied specializations or of supply, transportation, fuels trends, logistical planning program operations; applies judgment and analysis to provide services or resolve problems and ability to evaluate and analyze methods and techniques to plan, coordinate, and evaluate supply, transportation, fuels and logistics planning program requirements and procedures. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of supply, transportation, fuels and logistics planning concepts, procedures, guidance, and policy. Ability to evaluate and analyze methods and techniques to plan, coordinate, and evaluate supply, transportation, fuels and logistics planning program requirements and procedures. Ability to communicate effectively both orally and in writing. Ability to analyze statistical comparisons, interpret the findings, and recommend action. Knowledge of supply system, transportation, fuels and logistical planning operations and procedures to include automated data processing capabilities and applications to support program analysis. Knowledge of a variety of computer products and ability to interpret and prepare briefings on subject material. Ability to prepare and present formal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
