Duties
As a Team Leader performs a variety of complex assignments involving planning and directing a comprehensive training program that directly correlates to the quality of Air Force Child and Youth Programs (CYP); assessing the individual training needs of CYP personnel, Family Child Care (FCC) providers, volunteers and contractors; ensuring children's assessments are conducted and individual activities are developed to support school readiness; positive youth development activities are used to support youth programs; and ensuring environments and materials support programs for which they are designed. Plans and directs an all inclusive curriculum for children birth to 5 years of age and plan and direct positive youth development for youth 6 to 18 years of age that promotes school readiness and support ongoing life success. Develops plan to improve overall operations, compliance with regulatory requirements and national accreditation standards. Enforce AF Inclusion Practices support children who may have special needs or complex behaviors. Represent program with a variety of installation and functional area organizations.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, or an equivalent ?eld of study in child development or early childhood education. For Child Development Training and Curriculum Specialist positions with the Department of the Air Force the education must have been in child development or early childhood education. OR Combination of education and experience -- Courses equivalent to a major in child development, early childhood education, youth development, family studies, or an equivalent ?eld of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in the ?eld of child or youth development or family studies. NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience, or three years of full-time general experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). Examples of specialized experience includes: professional knowledge of early childhood development and education principles, concepts, methods, and techniques to plan and direct the training and curriculum elements for a large and diversified Child & Youth Programs Flight; Knowledge of child development principles, norms, behaviors, growth patterns and procedures to develop meaningful program services, establish criteria for developmentally appropriate child activity spaces, determine requirements for program materials and develop curriculum plans and activities. Plans activities that will promote the physical, social emotional and intellectual growth and development of children from infancy through age 18. Note: Your resume must show supporting details. OR EDUCATION: A bachelor's degree: my education included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in B above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of early childhood development and education principles, concepts, methods, and techniques to plan and direct the training and curriculum elements for a large and diversified Child & Youth Programs Flight. Knowledge of child development principles, norms, behaviors, growth patterns and procedures to develop meaningful program services, establish criteria for developmentally appropriate child activity spaces, determine requirements for program materials and develop curriculum plans and activities. Plans activities that will promote the physical, social emotional and intellectual growth and development of children from infancy through age 18. Knowledge of, and skill in, developing course materials and instructional methods, principles and techniques in order to develop a self-contained training course, obtain training resources and assess overall effectiveness in order to meet identified training requirements. Ability to perform inspections to enforce policies and regulations to ensure the adequacy of childcare Knowledge of, and ability to plan, conduct and supervise training programs for education of staff, family child care providers and parents. Knowledge of policies and regulations governing the operation of child and youth programs, e.g., fire, health safety and facility requirements, food service regulation, design criteria and financial operations. Must possess the ability to plan and budget in support of operating needs. Ability to effectively communicate, both orally and in writing, to people across a spectrum of academic backgrounds, from the educationally disadvantaged to the college graduate. Ability to conduct and present training materials in an engaging manner to large audiences. Knowledge of a full range of personnel management policies, practices and procedures including methods used to establish program objectives or performance goals and to assess progress toward their achievement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
