Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans and administers a complex Golf Program for the total Base populace and other authorized patrons. Plan funding requirements for a yearly cash and quarterly operation budget. Responsible for maintenance of real and installed property inventories, replacements, redecoration, expansion, and improvements.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. GENERALIZED EXPERIENCE: Applicants must have at least 3 years of generalized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Generalized experience is experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table. Ideal Candidate: We are seeking a visionary and highly organized Golf Course Manager to lead, innovate, and oversee a comprehensive golf program for our military community and authorized patrons. The ideal candidate will be a seasoned professional who seamlessly balances the daily execution of exceptional golf services with rigorous financial management, staff leadership, and long-term facility planning. 2 years of golf course operations management experience desired. 2 years of golf pro shop retail and inventory management experience desired. 2 years of facility capital improvement planning experience desired. PGA Class A certificate desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and demonstrated skill of the game and business of Golf, Golf Course operations, including grounds maintenance, hospitality industry (food, beverage, and entertainment), and golf industry in general. Certifications or qualification equivalent to the US professional golf association class A and formal PGA certification is desired. 2. Ability to plan and execute complex multi-faceted projects simultaneously. Ability in arranging and supervising events involving protocol (military and civilian) and decorum extended to high level Commanders, their guests, and dignitaries. 3. Knowledge of military, civilian personnel, and NAF personnel policies, procedures, rules and regulations in order to plan, organize and direct a large and diverse workforce. NAF personnel policies and procedures imperative. 4. Skills in writing and oral communication to review and edit a wide variety of reports, briefing slides, and management responses to higher levels of management. Use of government computer to produce correspondence and track data a necessity. 5. Ability to analyze problems, conduct research, analyze facts, and devise solutions. Ability to identify changes and trends. 6. Knowledge of financial management, especially budget preparation, NAF financial analysis, inventory controls. Ability to prepare NAF and APF budgets a must and protect short- and long-term capital improvements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
