Duties
The position is located within the OASAM Security Center (SC). The incumbent is responsible for the plans, operations, and maintenance of an effective security program for the Department in a manner that will protect agency employees, assets, and information. Incumbent is on 24-hour call, seven days a week, to handle and resolve any emergencies and security problems affecting DOL. Major duties for this position include but are not limited to: Assist with the initiation and development of policy and procedures and ensure compliance of the physical security program. Prepare technical reports and briefings to record security issues and develop documentation and justification for recommendations. Administer oversight of the security guard force and assist with the development of Post Orders (instructions unique to each post assignment). Oversee the inspection and monitoring of buildings occupied by DOL employees to determine if employees are adhering to established security policies and procedures. Evaluate facility security programs and conducts comprehensive facility surveys to determine the adequacy of security procedures and systems in place. Identify security deficiencies and formulate corrective action plans for improvement in policies, procedures, and techniques. and oversees their implementation. Determine the need for alarm systems and other protective equipment and develop written specifications to procure security devices and security protection systems. Oversee the installation of intrusion detection and access control equipment. Monitor the full range of security functions within commercially leased space and DOL owned space. Maintain day-to-day security operations, including handling of sensitive or classified documents and safes holding sensitive or classified information. Conduct inquiries and investigations regarding the loss or unexplained disappearance of government property and suspected violations of Federal laws.
Qualifications
You must meet the Specialized Experience to qualify for Physical Security Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-11. Qualifying specialized experience for this position include meeting all of the following: Experience assisting with the implementation of security awareness programs. Experience investigating and analyzing a variety of conventional and unusual problems, questions or conditions associated with security. Experience evaluating facility security programs and conducting comprehensive facility surveys to determine the adequacy of security procedures and systems. Experience operating sophisticated protective systems (e.g. access control equipment, intrusion detection equipment) and the application to building design.
