Duties
The Budget Analyst position is located in the Departmental Budget Center (DBC) within OASAM. The DBC is responsible for overseeing all aspects of DOL's budget, including justification, presentation, and execution. This announcement describes duties performed at the GS-13 level. These duties are similar at the GS-14 level; however, the GS-14 Budget Analyst is expected to perform them with greater independence and assume increased responsibility. Duties include but are not limited to the following: Conduct high-level, in-depth budgetary analyses used in program planning. Analyze and check apportionments for technical accuracy, compliance with stated policy, and agreement with approved operating budgets; determining the need for deficiency apportionments and supplemental appropriation requests. Resolve problems in the administration of funds, bringing them into focus for management decisions and policies. Analyze program and financial plans and proposals for reprogramming within assigned program areas to ensure conformance with Departmental policies and commitments. Advise program officials on a range of budgetary and program issues; provides recommendations and justifications for activities. Collaborate with senior staff officials in accounting, management analysis, and human resources to implement and maximize the use of programing budgetary and financial systems, methods, and procedures. Prepare reports, recommendations, and written analyses for the Director of DBC or other staff within and outside the Department on programmatic and budgetary matters.
Qualifications
You must meet the Specialized Experience to qualify for Budget Analyst, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet ALL of the statements below to be found qualified. Qualifying specialized experience for GS-13 includes: Experience with apportionments, allotments, and Office of Management and Budget MAX system (OMB MAX) reporting involving mandatory funding appropriations and; Experience with accounts that include advance appropriations and; Experience with budget formulation and execution involving the Black Lung Disability Trust Fund and Special Workers' Compensation Funds. Qualifying specialized experience for GS-14 includes: Experience with apportionments for no-year accounts, allotments, and Office of Management and Budget MAX (OMB MAX) system reporting involving mandatory funding appropriations and; Experience with accounts that include advance appropriations and accounts that report sequestration amounts and; Experience with budget formulation and execution involving the Black Lung Disability Trust Fund and Special Workers' Compensation Funds and; Experience with processing warrants for the Energy Employees Occupational Illness Compensation Program.
