Duties
Conducts a variety of projects and programs requiring analysis, evaluation and communication of information and development of proposed policy, procedures and methodology to meet current and future requirements.,Develops, coordinates, obtains approval of and executes comprehensive plans necessary to support projects/programs, after receiving supervisor’s concurrence.,Pursues concepts and ideas with the appropriate finance functions to focus on scope, cause, and effect of identified problem areas, and recommends potential solutions.,Evaluates proposals from other DFAS staff elements to determine requirements and objectives adequacy of specifications and analytical data provided realistic cost estimates.,Identifies deficiencies and makes recommendations to correct problems, achieve efficiencies, increase effectiveness, and enhance productivity.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized experience is defined as: Advising management by conducting analytical studies to optimize productivity and ensure the efficient, economical accomplishment of pay services mission requirements and formulate alternative strategies for corrective action. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. ** To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level. Examples of qualifying SF-50s include: Within-Grade Increase (WGI) Promotion Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service. (The effective date is in the upper-right corner of the SF-50)** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

This position is not covered by a bargaining unit. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
