About The Role
The Technical Data Manager at Voya India plays a pivotal role in leading and guiding technical initiatives across strategic programs and projects. This leadership position involves overseeing a team of 15-20 professionals, ensuring adherence to technical governance, quality standards, and architectural principles. The role requires proactive collaboration with various business units and cross-functional teams to understand requirements, develop innovative data and web solutions, and deliver projects on time, within scope, and budget. The Technical Data Manager is responsible for translating complex business needs into technical solutions, managing project lifecycle activities, and providing transparent status updates to stakeholders and executive leadership. This position demands a hands-on leader with excellent communication, problem-solving skills, and a strategic mindset to drive organizational success through technological excellence.
Qualifications
The ideal candidate will possess over 10 years of progressive experience in technical management roles, with at least 4 years within the Investment Management or Financial Services industry. Demonstrated expertise in data technologies such as dbt, Snowflake, Azure Data Factory, Python, PL/SQL, and job scheduling tools is essential. Experience managing large, complex programs through all phases of the SDLC, along with cloud-native development on Azure or similar platforms, is required. A strong background in Python, SQL, Data Warehouse design, Data Vault modeling, and related technologies like PySpark and Databricks is highly desirable. Knowledge of front-end technologies such as JavaScript, TypeScript, HTML, CSS, and web services would be advantageous. The candidate should have hands-on coding experience, familiarity with CI/CD pipelines, DevSecOps practices, and experience working in Agile environments. A relevant engineering degree or master's in computer science or information science, along with certifications in Agile or Project Management, will be considered a plus.
Responsibilities
The Technical Data Manager's responsibilities encompass a broad spectrum of leadership and technical activities, including but not limited to:
- Engaging with business units to understand requirements and conducting technical scoping and planning for programs and projects.
- Ensuring timely delivery of projects that meet quality standards, scope, and budget expectations, while exceeding stakeholder needs.
- Adhering to architectural standards, global guidelines, usability, and design principles across all deliverables.
- Collaborating with Architecture, Application Development, QA, Data Governance, DevOps, and Operations teams to resolve technical challenges and roadblocks.
- Enforcing application engineering methodologies, code reviews, and comprehensive technical documentation practices.
- Managing large and complex programs independently, ensuring predictable and successful delivery through effective planning and execution.
- Providing technical guidance and mentorship to team members, minimizing project risks, and ensuring adherence to best practices.
- Transforming requirements and design specifications into detailed architecture and implementation plans.
- Balancing technical requirements, fostering innovative problem-solving, and encouraging a collaborative team environment.
- Monitoring, managing, and reporting on all project activities, controls, and deliverables, with oversight of the entire IT portfolio.
- Building high-performing teams by setting a positive tone, developing talent, and leading by example.
- Working closely with managers to identify resource needs, develop timelines, and track milestones to ensure on-time, within-budget delivery.
- Proactively identifying and removing barriers that could impact project delivery, budget, or stakeholder satisfaction.
- Championing cost reduction and efficiency initiatives without compromising quality or commitments.
- Creating an open communication environment, actively listening, and clearly articulating ideas and updates.
- Defining success criteria upfront and actively managing program outcomes to meet organizational goals.
- Operating effectively amidst ambiguity, negotiating priorities, and providing solutions aligned with organizational objectives.
- Mentoring junior staff and technical management community members, fostering growth and knowledge sharing.
- Influencing organizational change and demonstrating leadership that inspires teams and stakeholders alike.
- Delivering results under pressure, managing tight deadlines, and maintaining high standards of quality and risk management.
- Developing high-risk modules, establishing coding patterns, and promoting best practices within the team.
- Applying and contributing to delivery methodologies, standards, and tools to ensure consistent project execution.
