General Summary:

Under limited supervision, provides budget support to the Sr Vice President and the Human Resources Department. Also, responsible for the submission of electronic procurement requisitions and oversight of departmental contracts. Acts as the liaison between the budget office and the Human Resources Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs budget and contract duties such as the compilation of the annual Human Resources budget, budget reports, spreadsheets, etc., as required.
  • Performs analysis of the department's actual spending relative to budgeted amounts; develops variance reports to effectively identify and communicate cost drivers deviating from budget plans.
  • Maintains a system for tracking department contracts to include contract termination dates and costs.
  • Provides recommendations to improve business processes in the areas of recordkeeping, closing activities and financial reporting. Responsible for implementation of process improvements.
  • Meets financial accounting and reporting objectives.
  • Serves as primary contact and liaison to other DART departments including, but not limited to Finance, Accounting, Procurement, and Internal Audit regarding information relevant to budgets, contracts, BPOs, POs and other related financially performance areas.
  • Serves as the Records Management Liaison for the department.
  • Serves as subject-matter-expert (SME) to assist the assigned departments establish effective and efficient business processes, workflows, and standard operating procedures in financial and budgetary areas.
  • Reconcile and distribute the budget variance reports for the Department.
  • Composes the Department's Business Plan for the annual budget report.
  • Receives, controls, and routes department budget correspondence.
  • Handles and directs inquiries regarding department budget activities.
  • Submits electronic purchase requisitions on behalf of the Human Resources department.
  • Manages and maintains the agency's staff augmentation program that secures temporary workers to fill short-term job positions within DART.
  • May assist with Board agenda items for the department.
  • Serves as a backup with monitoring and coordinating the Agenda Reports for the department.
  • Works closely with management, departmental COTRs and service providers to obtain or provide information, integrate activities and resolve problems related to budgets and actual costs.

Provides technical advice, assistance, and training to assigned departments staff to improve their business acumen in the financial responsibilities of their duties.

MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications

  • Bachelors degree  from an accredited college or university in Business Administration or related field.
  • Two (2) years administrative and clerical experience in an executive-level office or related environment.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • High level of proficiency with PC software applications to include Microsoft Office, and typical office equipment such as copier, calculator, typewriter, facsimile, etc.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
