Under the general direction of the 911 Operations Lieutenant this position performs professional dispatch and supervisory functions as a front-line supervisor for the 911 Emergency Communications Center (ECC) operating 24/7 including nights, weekends, and holiday shifts.
The position is accountable for the successful execution of work processes and ensuring compliance with standard operating procedures, policies and guidelines established for the ECC. The incumbent will assign and direct resources, participate in staff selection, train and evaluate staff members, and provide performance feedback and coaching required to address developmental or operational related needs. The supervisor may also be assigned accountability for the administration of workforce management systems including time and attendance systems and other workforce reporting requirements.
The 911 Operations Supervisor operates in a high volume dispatch center, serving multiple jurisdictions and a variety of specialized services. The 911 Operations Supervisor is responsible for receiving, coordinating and disseminating critical information from various sources and maintaining contact with mobile/field units to monitor response, progress, and needed support. The incumbent is simultaneously operating a multi-channel radio console and a multi-line telephone, while maintaining computer-aided dispatch systems and related technology.
The position requires expert proficiency in the operation and use of technology as required in the performance of essential duties. This includes, and is not limited to, state and federal computer systems, computer aided dispatch systems, computerized mapping system, camera systems and a variety of social media applications; all for the purpose of accessing, entering and reporting key information.
Work requires independent judgement in the application of established policies, procedures, and protocols, and at times will require instant interpretation of policies and procedures in highly stressful incidents providing a response consistent with the needs of the community and department, as set forth by Crow Wing County Sheriff’s Office’s policies, procedures, and expectations.
Position Duties
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of a Crow Wing County 911 Operations Supervisor.
- Monitor and evaluate Center operations; assist in the diagnosis of system deficiencies and the recommendations of procedural and/or equipment revision.
- Assist 911 Operations Lieutenant in consulting and advising user representatives and emergency service providers to obtain required coordination’s, support, and problem resolution for the ECC.
- Perform essential functions of 911 Communication Officer to complement shift operations as required.
- Assist with internal records maintenance, audio clip requests, and identification of 911 and CAD problems with followed with resolution solving.
- Assist in revising and developing operational procedures and service policies.
- Oversee all National Crime Information Center (NCIC) entries into state and local databases.
- Oversee all court orders along with warrants entered into state and local databases by Center staff.
- Attend training, staff and committee meetings as assigned and maintain certifications requirements.
- Operate a variety of electronic, computerized and printing equipment.
- Perform quality assurance checks on 911 phone calls, radio communications, and CAD incident reports.
- Ensure timely and accurate submission of staff time cards.
- Perform other duties as assigned in a professional and efficient manner.
Supervisory Responsibilities
- Demonstrates, by personal example, the integrity, ethics and excellence in work performance which is expected from everyone.
- Participates in decisions related to the selection, promotion, transfer, pay and discipline of assigned employees.
- Responsible for all scheduling of the 911 Communications Center staff, including vacation requests, sick time, and bi-weekly timesheet review and approval.
- Ensure effective staff/team relations; create an ethical, non-discriminatory and safe environment; establish effective communication methods; identify and resolve problems, manage conflict and promote engagement and collaboration within and outside of the ECC.
- Manage, monitor and measure work through application of existing and/or development of new data collection and analytics systems to ensure effective resource utilization and accomplishment of performance targets.
- Evaluate resource requirements, assign and direct resources to ensure achievement of performance and productivity objectives
- Prepare performance reviews, conduct performance discussions, and provide developmental feedback and coaching to ensure performance is following established directives, policies, procedures, rules and regulations.
- Maximize staff/team capability through effective training and reinforcing employees in methods, rules, procedures, and standards of emergency communications operations.
- Supervise in the Communications Training (CTO) program for new hires.
- Orients employees to County policies and procedures and clearly communicates primary responsibilities and expected performance outcomes so individuals may proceed with certainty in their respective positions.
- Administers County policies and contracts in a legal manner and fully documents all incidents and actions as a member of the supervisory/management team.
- Maintain good communication from one shift to another, passing along departmental directives or other pertinent information.
- Perform other duties as assigned in a professional and efficient manner.
Minimum Qualifications
- High school diploma or equivalent.
- Two (2) or more years of formal preparation in a related field or equivalent knowledge gained through a combination of experience and/or education.
- Four (4) or more years work experience of a similar nature and scope of responsibility.
- Valid State issued driver’s license
- Must obtain MN BCA Full Access Certification within six (6) months of hire with ongoing maintenance.
- Pass a background investigation conducted by the Crow Wing County Sheriff’s Office.
- Pass a pre-employment drug test, medical physical and psychological evaluation.
Other Qualifications
- Current Bureau of Criminal Apprehension (BCA) Terminal Certificate.
- Ability to maintain confidential information in accordance with legal standards, local, state and federal laws.
- Proficient in handling emergency situations that may arise daily in the ECC.
- Working knowledge of functions, resources, and activities of City and County departments with relation to Law Enforcement, Fire, and EMS operations.
- General knowledge of police, fire, and EMS operations.
- Working knowledge of E-911, CAD systems and multiple computer environments, including the statewide public safety Allied Radio Matrix of Emergency Response (AMER) radio system and procedures.
- Knowledge of office practices, methods, policies, and procedures.
- Ability to create and maintain effective working relationship with a wide variety of stakeholders including public safety personnel and the general public.
- Ability to communicate effectively, both orally and in writing.
- Ability to work independently and without direct supervision.
- Ability to handle multiple tasks simultaneously, prioritize tasks, exercise sound judgment and meet deadlines.

- Ability to continuously wear communications headset and still hear and understand multiple outside auditory inputs.

- Knowledge of law enforcement and legal terminology, documents and procedures.
- Knowledge of the Criminal Justice System and pertinent Federal, State, and County laws and codes.
- Knowledge of law enforcement field operations.
- Knowledge of department and County administrative policies and procedures affecting the operation of the ECC and employment.
- Knowledge of standards and regulations affecting radio operations.
- Knowledge of Incident Command System (ICS).
- Considerable ability to sort, analyze and prioritize large volumes of information from a variety of sources. Ability to make decisions based upon priority and efficient use of limited resources and make adjustments for contingencies.
