About the role
CPMC is seeking a (100% Remote) Senior Technical Project Manager (TPM) to provide leadership, coordination, and execution oversight for complex, data-centric initiatives supporting the U.S. Census Bureau’s Disclosure Avoidance System (DAS). This role will serve as the primary lead for the Dashboard/Tracker Project while also driving enterprise-level project/data management functions across DAS teams.
The TPM operates in a highly technical, cloud-based environment supporting large-scale data processing, disclosure avoidance methods, and cross-functional engineering teams. This individual ensures alignment between data science, engineering, DevOps, and stakeholders, while maintaining agile delivery discipline and governance.
This role is a hands-on, technically fluent project leader responsible for driving both:
• A high-visibility dashboard/tracker initiative
• Enterprise-level project and data management functions within DAS
Success requires balancing execution discipline, technical understanding, and stakeholder coordination in a fast-paced, data-intensive federal environment.
RESPONSIBILITIES
This position shall perform the following (to include but not limited to) activities:
• Lead end-to-end execution of the Data Records Dashboard initiative, ensuring delivery of a Power BI or similar dashboard/tracker that provides visibility into the data records lifecycle.
• Manage delivery across phased releases (POC, prototype, iterative enhancements) with 2-week sprint cycles
• Coordinate data sourcing, ingestion, and transformation across multiple stakeholders and systems
• Facilitate prioritization of enhancements, backlog grooming, and sprint planning
• Perform risk and opportunity identification and management
• Maintain focus on scope control while enabling leadership visibility
• Drive structured, repeatable data management processes across DAS.
o Develop and implement: Data intake and validation processes; Data transfer governance frameworks (roles, responsibilities, communication channels); Standard workflows for data quality validation and issue tracking
• Ensure traceability and auditability of data across lifecycle stages
• Coordinate data dependencies across internal and external providers
• Provide comprehensive oversight across multiple concurrent DAS initiatives.
o Develop and manage integrated master schedules for: Data product releases, Dashboard deliverables, and Cross-program dependencies
• Align technical execution with DAS priorities and deadlines
• Ensure synchronization between engineering activities and data science objectives
• Support cost, schedule, and performance tracking
• Act as the primary liaison between technical teams and leadership.
o Translate technical activities into actionable plans and executive-level updates
o Coordinate cross-functional technical discussions and working groups
o Ensure alignment between: Cloud infrastructure activities, Data processing workflows, and Visualization/reporting outputs
• Communicate project status, risks, and dependencies clearly and consistently
CONTRACT REQUIRED QUALIFICATIONS
This following are REQUIRED for this position:
• Public Trust Clearance by start date.
• Provides technical/management leadership on major tasks or technology assignments.
• Establishes goals and plans that meet project objectives.
• Strong understanding of:
o Data pipelines and data lifecycle management
o Cloud environments (AWS preferred)
o Data visualization tools (Power BI strongly preferred)
• Familiarity with:
o DevOps and CI/CD concepts
o GitHub or similar tools for backlog and issue tracking
o Big data processing environments
• Interactions involve client negotiations and interfacing with senior management.
• Decision-making and domain knowledge may have a critical impact on overall project implementation.
• May supervise others.
CONTRACT DESIRED QUALIFICATIONS
The following are DESIRED for this position:
• PMP (Project Management Professional)
• Certified Scrum Master or equivalent Agile certification
• ITILv4 Foundation Training and ITILv4 Foundation Certification
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
EDUCATION AND EXPERIENCE
The following are the education and experience required for this position:
• 15+ years of IT Project/Program Management experience
• Proven experience leading data-centric or analytics/dashboard projects
• Demonstrated success managing Agile delivery in complex technical environments
• Experience with federal programs or large-scale government IT systems preferred
