The Riverside County Department of Animal Services is seeking to fill two Sergeant of Field Services vacancies, with one assignment being located in Jurupa Valley and one in San Jacinto.

The Sergeant of Field Services performs the more difficult or complex animal control functions and serves as a lead person for one or more Animal Control & License Officers in the Department of Animal Services (DAS). 
In addition to performing animal control and licensing duties, the Sergeant of Field Services will make presentations at schools and to community groups on animal care and handling. 

The ideal candidate will have prior experience enforcing animal regulations, laws, and ordinances; responding to public inquiries regarding animal age, breed, characteristics, care, and treatment; and advising the public on applicable legal rights and responsibilities.
Bilingual skills are desirable, but not required.

Competitive candidates will possess:

  • Leadership or supervisory experience in an animal control or related enforcement environment.
  • Advanced field experience in animal control operations, including response to high-risk and complex incidents.
  • Strong communication and report-writing skills, with the ability to prepare clear and accurate investigative documentation.
  • Experience working within a law enforcement or multi-agency environment, with demonstrated knowledge of enforcement protocols and procedures.
  • Proficiency in Microsoft Office applications, including Word and PowerPoint, with the ability to develop professional reports and presentations.
  • Experience using DocuPet or Chameleon software applications.

Note: The Sergeant of Field Services may be assigned to any shift and required to be available on on-call basis. If called back, employees will be compensated in accordance with the applicable Memorandum of Understanding (MOU).

The Sergeant of Field Services is the lead level classification in the Animal Control & License Officer series and typically reports to a Lieutenant of Field Services. Incumbents exercise a high degree of independent judgment, provide oversight to subordinate staff and perform the most complex assignments that require extensive knowledge and proficiency.
 
The Sergeant of Field Services is distinguished from the Lieutenant of Field Services in that the latter is a first line supervisor charged with the full range of supervisory duties. Advancement to the next level is obtained by competitive selection through an open recruitment.

Position Duties

• Oversee Animal Control & License Officers and related DAS staff on an on-going basis; assign daily work assignments and review their work and performance and report problems to the Lieutenant; begin preliminary investigation regarding employee disciplinary issues; initiate and process Workers Compensation forms for reported injured employee claims.

• Perform all the essential duties of the Animal Control & License Officer II, as required; impound illegal or dangerous animals such as poisonous snakes, skunks, monkeys, apes, and exotic felines; make presentations at schools and to community groups on animal care and handling.

• Conduct training sessions for animal control staff on the care and feeding, impounding, releasing, sale, and destruction of animals; prepare reports on the progress of trainees.

• Complete forms and prepare reports on animal control services performed; may be assigned to any shift and required to be available on standby or on-call basis.

Minimum Qualifications

OPTION I
Experience: Two years of performing animal control duties in a public or non-profit animal control program equivalent to the Riverside County Animal Control & License Officer II.

OPTION II
Experience: Two years of paid experience, one year of which must have been in lead or supervisory capacity, in a veterinary office, animal grooming, animal board and kennel facility, or similar setting, which included the care and handling of animals.
 
ALL OPTIONS
Knowledge of: Laws, ordinances, and regulations related to the control and protection of animals; legal liabilities and responsibilities of those concerned with the enforcement of animal control regulations; the characteristics and behavior, care and feeding of animals; common animal diseases; the causes, symptoms, and required procedures for rabies; the equipment and methods used in the capture and restraint of animals; proper use, maintenance, and storage of tranquilizer guns and related equipment.

Ability to: Investigate situations, gather relevant information, establish facts, and draw valid conclusions; work independently on special assignments; schedule, assign, train, and review the work of other personnel engaged in animal control activities; present evidence and testify in court cases; work cooperatively with the public and other animal control agencies; read, comprehend, and interpret laws and regulations pertaining to animal control; function in stressful situations, exercising good judgment; discharge firearms safely and accurately; care for and safely handle animals so as to avoid injury to persons and animals.

Other Requirements:
Possession of a valid California Driver's License. Incumbents will be driving a county vehicle throughout Riverside County.
A series of three Rabies vaccines within 30 days of employment is required.
Incumbents are required to obtain Penal Code 832 (P.O.S.T) certification within six months of hire. Additionally, incumbents are expected to undergo CA Basic Humane Academy or equivalent and CA Advanced Animal Law Enforcement training.

Physical/Environmental Conditions/Requirements: 

The Sergeant of Field Services will:

  • The incumbents must be able to perform physically demanding work, including lifting, carrying, restraining, and handling animals of various sizes, including large animals, outdoors in inclement weather conditions.
  • May be required to use tranquillizer guns and perform euthanasia.
  • Exposure to animals which may include animal noise, excrement, smells, and dander.
