Acceptable Experience and Education

Bachelor’s degree in Business Administration, Criminal Justice, Public Administration, Psychology, or a related field and five years of management level experience in administrative management;

Knowledge of the opioid epidemic, illegal drugs, and substance abuse;

Knowledge of best practices in substance use treatment;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Position Duties


Essential Duties

Provides vision and leadership in administering all departmental activities, with the primary responsibility of the oversight of reentry, sobering, and detox program contracts;

Leads the pursuit of opioid grant and funding, including writings grants and seeking additional partnership sand funding to advance opioid, drug and alcohol treatment, both residential and non-residential treatment services;

Leads the pursuit of grants to address the needs of justice-involved individuals with substance use disorders and dual-diagnosis issues;

Leads the pursuit of partnerships with law enforcement and NGOs to further programming opportunities for individuals with substance use disorders;

Develops new programs and methodology with an emphasis on the supervision of individuals with substance use disorders and the reintegration of these individuals from jail into the community;

Directs strategizing, planning, organizing, reviewing, designing, and evaluating of the overall operations of the department;

Advances department goals and objectives to be consistent with priorities, policies and procedures established by CJC Director;  interprets plans, specifications, standards, policies, procedures, and regulatory codes;

Responsible for all administrative, personnel and department operations; provides management, administration, organizational leadership, and team building; plans, assigns, supervises, trains and evaluates the work of professional, technical and administrative support staff; assigns duties and plans work of others; 

Develops contracts with non-profits and oversees contract compliance, particularly as it relates to reentry, sobering, and detox space needs;

Delegates authority and responsibility, and schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others; 

Selects new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions;  

Oversees the department’s training program and maintains staff certifications;

Oversees and manages the accreditation of the department with the National Association of Pretrial Service Agencies;

Maintains a highly competent staff to meet the established needs of the department; implements personnel 

additions, changes, or terminations within guidelines set by County procedures; administers and 

formulates salary and personnel recommendations as they pertain to the department;

Monitors and oversees department operations to assure that services delivered are in compliance with, applicable laws, rules and regulations established by federal, state, and local laws and by applicable standards established by the County and the department; 

Plans and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives;

Develops departmental strategic plans to accomplish goals and objectives, improve effectiveness and efficiency of services, and maintain stringent controls compliant with health and safety operations and industry standards;

Serves as a liaison with County staff in appropriate support departments to define and develop technical and operational requirements and specifications;

Provides senior executive-level technical direction to develop infrastructure requirements (facilities and technology) for the operations of the CJC;

Coordinates with emergency and crisis management personnel in the development of catastrophic response plans;

Identifies operational problems and initiates resolutions;

Develops and implements security policies and practices;

Develops project management strategies, timelines, and budgets to meet the CJC goals;

Performs senior executive-level responsibilities to formulate, promulgate and enforce policies and procedures for administrative operations;

Plans, implements, and evaluates strategic modifications and improvements to operations and systems, as appropriate to overall goals and objectives of the unit; reviews, analyzes, modifies, and/or develops unit operating procedures, guidelines, and manuals;

Represents the department in Commissioners Court and makes presentations and recommendations to the Commissioner’s Court; represents the department and/or county with customers and media; works with and makes presentations to elected county officials, county departments, state and municipal officials, citizen groups and other policy-making entities regarding the CJC;

Develops programs and initiatives to expand community outreach and knowledge of CJC operations and statutory requirements;

Establishes and maintains effective public relations in a complex environment involving technical and non-technical personnel; responds to inquiries from customers, regulatory agencies, or members of the professional community; responds to, analyzes and resolves difficult inquiries, grievances, or complaints; 

Performs complex studies, analysis, calculations, computations, and prepares plans, and reports; stays abreast of new trends and innovations in the field; develops more efficient methods; develops managerial and technical talent in the staff; evaluates personnel and organizational structure; acts as chief contact between the CJC and those outside the department, as assigned by the CJC Director;

Assures that all CJC employees do not disclose or share confidential information obtained through or developed in the course and scope of their employment duties without the consent of El Paso County;

Makes financial recommendations on capital purchases, annual budget and expense allocations; oversees financial planning for departmental functions and needs in concurrence with Commissioners Court approvals, as directed by the CJC Director;

Works with CJC Director and Managers as directed to establish priorities and set schedules and budgets for timely completion of projects; 

Supervises subordinate staff; provides work direction and technical instructions; arranges for staff training; sets and prioritizes work assignments; evaluates staff; implements disciplinary actions as necessary; oversees recruitment of staff;

Conducts special studies, assessments, and projects; maintains statistical database on office operations; 

Approves purchases for equipment, supplies and commodities; conducts periodic inventories; 

Ensures the proper maintenance and repair of equipment and automated systems;

Negotiates maintenance contracts; coordinates and approves vendor payments; monitors budget expenditures; prepares reports on expenditures; identifies and suggests the need for budget transfers and amendments;

Supervises payroll processing and personnel records administration for the department; 

Posts vacant jobs; participates in interviewing job candidates; 

Answers questions pertaining to technical program issues and client inquiries as appropriate;

Develops, implements, and maintains computer programs necessary for daily operations; 

Serves as network administrator and security manager for automated systems;

Monitors and evaluates all accounting functions to ensure all functions are performed in accordance with sound accounting principles and procedures;  

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Be available by telephone to respond to work beyond standard workday or workweek hours as necessary.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Minimum Qualifications

The Senior Justice and Rehabilitation Services Manager provides management and leadership for the CJC, including planning, organizing, and directing the operations of the CJC at the direction of the CJC Director. The position will have a focus on applying opioid funding and programming consistent with the strategic plan of the Commissioner’s Court to include oversight of detox, sobering, and reentry beds and contracts developed with outside agencies. The Senior Justice and Rehabilitation Services Manager has the authority to execute duties delegated by the Director of the CJC extended to overseeing the activities of staff engaged in justice duties; directing the preparation of the budget and administrative services; directing and overseeing the preparation of policy and procedures and ensures compliance with established standards; providing community and public relations and non-medical services; and to perform related work.
