Job Summary :
The Cost & Quantity Surveyor (QS) is responsible for all commercial and cost-management activities across the project portfolio. The role encompasses the preparation of initial project budgets, cost planning, measurement, procurement support, and rigorous evaluation of contractor and vendor variation claims. The QS ensures financial control and value for money throughout the full project lifecycle.
Key Roles & Responsibilities :
Cost Planning & Budgeting
- Prepare detailed initial project budgets and cost plans at early project stages, utilizing benchmarking data, elemental estimates, and first-principles analysis.
- Develop and maintain project cost models aligned with the project program and design development milestones.
- Provide cost-in-use studies and life-cycle costing advice to inform design decisions and value engineering exercises.
- Prepare order-of-magnitude estimates and feasibility cost assessments to support investment decisions on projects ranging from small capex to $100M developments.
- Track and update the cost plan through design stages, flagging cost overruns and recommending remedial action.
Procurement & Tendering
- Prepare Bills of Quantities (BOQ), tender documents, and scope of works for contractor and supplier procurement.
- Manage the tender process, including issuing enquiries, collating and analyzing returns, and preparing tender evaluation reports.
- Conduct pre- and post-contract negotiations with contractors, subcontractors, and suppliers.
- Advise on appropriate contract strategy and procurement routes for different project types and scales.
Post-Contract Cost Control
- Administer contracts, including certification of interim payment applications, valuations, and final accounts.
- Maintain project cost reports (PCR) and cash flow forecasts throughout the construction and commissioning phases.
- Assess and certify subcontractor and supplier progress claims in line with contract entitlements.
- Manage risk and contingency registers, advising on the release or replenishment of contingency allowances.
Variation Evaluation & Claims
- Review, assess, and negotiate contractor/vendor variation orders (VOs) and change requests in strict accordance with contract terms.
- Scrutinize substantiation of rates, build-ups, and preliminaries submitted by contractors for variation works.
- Prepare detailed counter-valuations and variation assessments, supporting the project manager in commercial negotiations.
- Maintain a variation register and ensure all changes are properly instructed, valued, and agreed on time.
- Provide commercial input into dispute resolution, adjudication, or mediation proceedings as required.
Reporting & Governance
- Prepare regular cost reports, executive summaries, and cash flow updates for senior management and client reporting.
- Ensure compliance with company commercial governance policies, approval thresholds, and expenditure controls.
- Support internal and external audits by maintaining complete and orderly commercial records.
Qualifications and Certifications :
- Bachelor's degree in Quantity Surveying, Construction Economics, Civil Engineering, or a related discipline.
- Certified Estimating Professional (CEP) certification, or similar from a recognized entity, is a must.
Work Experience :
- Minimum 10 years of post-graduate experience in quantity surveying within real estate, construction, or infrastructure.
- Membership of or working towards RICS (MRICS) or equivalent professional body is preferred.
- Demonstrated experience in budget preparation, BoQ production, and variation/claim assessment.
- Proficiency in cost estimating software (CostX, Candy, or equivalent) and MS Excel at an advanced level.
- Working knowledge of construction contracts (FIDIC, NEC, JCT, or bespoke forms).
- Experience across a diverse project portfolio — from small refurbishments to large-scale developments.
- Strong numerical accuracy and attention to detail with excellent report-writing skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Power BI), with presentation skills
Language Skills :
Proficiency in English language (written/spoken).
