Cost Manager / Senior Quantity Surveyor

Overview
We are looking for a Cost Manager / Senior Quantity Surveyor to handle the commercial and cost management activities for infrastructure projects. The role includes contract management, cost estimation, BOQ preparation, change management, billing, reporting, and coordination with clients and contractors to ensure projects are completed on time and within budget.
Key Responsibilities
Contract & Billing Management
- Prepare and review client bills, invoices, and payment applications.
- Manage contracts using tools like CEMAR.
- Handle final accounts, cost reconciliation, and project close-out activities.
Change & Cost Management
- Assess compensation events and variations as per NEC4 contracts.
- Track project changes and prepare cost impact reports.
- Prepare variation estimates and support value engineering activities.
Cost Reporting
- Prepare monthly commercial and cost reports including:
- Budget vs actual cost
- Expenditure tracking
- Cash flow forecasts
- Cost-to-complete analysis
- Support cost control and governance processes.
Quantity Surveying & BOQ
- Measure quantities from drawings and specifications.
- Prepare quantity take-offs and Bills of Quantities (BOQ).
- Work with standards like CESMM4, NRM, MMHW, RMM, etc.
Tendering & Procurement
- Prepare tender documents, BOQs, scope of work, specifications, and contract terms.
- Support bid evaluations and commercial comparisons.
- Prepare cost estimates and tender submissions.
Stakeholder Coordination
- Coordinate with clients, consultants, contractors, and internal teams.
- Support junior QS team members and manage workload.
- Participate in project meetings and ensure timely commercial deliverables.
Requirements
- 3–10 years of experience in infrastructure projects.
- Bachelor’s or Master’s degree in Civil Engineering or related field.
- Strong experience in:
- Quantity Surveying
- Cost Estimation
- BOQ Preparation
- Rate Analysis
- Good communication, client handling, and reporting skills.
- Ability to manage projects within budget and timelines.
