Position Overview
The Construction Head will own end-to-end construction delivery of a 1 GW utility-scale solar PV plant in Dubai, leading site execution from mobilisation through commissioning, energisation, and Commercial Operations Date (COD). The role carries full accountability for schedule, cost, quality, and HSE on site, leading a multi-disciplinary site organisation across civil, mechanical, electrical, and I&C scopes, and interfacing directly with DEWA, the Owner's Engineer, OEMs, and major subcontractor packages.
Key Responsibilities
• Lead site mobilisation, layout planning, and establishment of site infrastructure (offices, lay-down areas, roads, batching, water supply, security)
• Own the full Level 3 / Level 4 construction schedule and drive critical path management through to COD, with substation, MV, and grid-connection works typically governing
• Direct execution across all work fronts — earthworks and civil, pile ramming, MMS / tracker installation, module installation, DC stringing, inverter and transformer skids, MV cabling, substation and switchyard, and SCADA / I&C
• Drive ramming and structural productivity targets in line with utility-scale benchmarks (typical GCC norms: 200–350 piles/machine/day with multiple rigs in parallel; coordinated MMS and module gangs delivering MW/day in line with the project S-curve)
• Plan and sequence works to manage GCC site constraints — Ramadan working hours, MoHRE summer midday break (June–September), sandstorm and rain disruption, and Friday/Saturday rules
• Lead the site team — Construction Managers (Civil / Mechanical / Electrical), Planning, QA/QC, HSE, Commercial, and PMO — with several hundred direct and subcontracted personnel at peak
• Manage subcontractor packages from award through close-out, including productivity tracking, claims management, variation orders, and back-charges
• Liaise with DEWA, the Owner's Engineer, and the IPP/EPC client on technical clarifications, inspections, witness points, and milestone certifications
• Enforce a zero-harm HSE culture across all site personnel, with TRIR ≤ 0.3 per 200,000 man-hours and full compliance with Dubai Municipality and DEWA HSE requirements
• Drive cost-to-complete discipline, monthly margin reporting, and recovery planning where required to protect approved baseline
• Report site performance (cost, schedule, HSE, risk, quality, commercial) to the Project Director and senior leadership on a weekly and monthly cadence
• Manage interface with the engineering team for design clarifications, RFIs, and site-driven design changes
• Lead lessons-learned and continuous improvement protocols, feeding learnings into future GW-scale mandates
Qualifications & Experience
• 15+ years in construction and project execution, with 10+ years in utility-scale solar PV EPC delivery
• Demonstrable track record as Site Manager, Project Manager, or Construction Manager on at least one solar PV project ≥ 300 MW; GW-scale exposure strongly preferred
• Direct GCC site experience — UAE strongly preferred, with familiarity with DEWA, EWEC, MASEN, or NEOM/PIF-backed solar projects
• Hands-on knowledge of pile ramming, MMS / single-axis tracker systems, bifacial module installation, string inverter and central inverter deployment, and MV/HV substation works
• Strong commercial and contractual exposure — FIDIC Yellow / Silver Book administration, EOT, claims, variations, and LD management from the contractor's perspective
• Track record managing peak site headcount of 1,000+ personnel across multiple subcontractor packages
• Engineering degree (Electrical, Mechanical, or Civil); PMP or equivalent project management certification preferred
• NEBOSH IGC or equivalent HSE qualification strongly preferred
• Exposure to BESS integration alongside solar is an added advantage
• Open to UAE-based deployment for the full project duration
