Description
The Rebuild Manager serves as the Hub’s lead staff member focused on the rebuilding journey of wildfire-impacted residents. This role works directly with survivors to provide high-level guidance on the rebuild process while coordinating closely with Disaster Case Managers (DCMs), Resource Navigators, and Hub partners.
The Rebuild Manager maintains a small caseload of survivors requiring structured rebuild guidance, tracks milestone progress across the broader survivor population, and ensures coordination among partners involved in permitting, financing, construction, and technical assistance.
They also serve as a representative for CORE in the Long-Term Recovery Group and internal coordinator with partner organizations providing permitting, design construction, legal and home financing services.
This position requires strong systems thinking, technical fluency in the residential rebuilding process, and the ability to translate complex construction and financing information into accessible guidance for survivors. The role does not function as a licensed construction project manager, owner’s representative, or case manager, but serves as a process navigator and rebuild systems lead within the Hub.
Requirements
Bachelor’s degree in construction management, urban planning, public administration, housing policy, engineering, or related field preferred. Equivalent professional experience may be considered in lieu of degree
3–6+ years of experience in disaster recovery, housing rebuilding, construction coordination, housing development, or related field.
Experience working with homeowners navigating construction or rebuilding projects.
Familiarity with residential permitting processes and rebuilding timelines
Experience collaborating across multidisciplinary teams (case management, legal, technical, financial).
Familiarity with construction financing, insurance claims, or housing recovery funding mechanisms preferred.
Strong systems thinking and process orientation.
Ability to translate technical information into clear, accessible language.
Sound judgment in determining when to refer to technical experts.
Strong collaboration skills and comfort working across partner organizations.
High level of organization and ability to manage multiple survivor timelines.
Comfort working in a dynamic and evolving program environment.
Cultural humility and trauma-informed approach to working with disaster-impacted residents.
Bilingual (English/Spanish) strongly preferred.
Active contractor's license strongly preferred
Summary
Survivor-Facing Rebuild Guidance
• Maintain a small caseload of survivors requiring ongoing rebuild process support.
• Orient survivors to key rebuild milestones (debris removal, soil testing, design, permitting, contractor selection, inspections, closeout).
• Provide high-level guidance on sequencing, documentation requirements, and expected timelines.
• Support survivors in preparing for meetings with architects, contractors, lenders, or public agencies.
• Identify when survivors require referrals to DCMs, Resource Navigators, or technical partners.
• Ensure survivors understand financial, permitting, and compliance implications at each stage of rebuilding.
Rebuild Milestone Tracking & Systems Oversight
• Develop and maintain a rebuild milestone tracking system for survivors engaged at the Hub.
• Monitor patterns, bottlenecks, and systemic barriers in the rebuild process.
• Coordinate with DCMs and Resource Navigators to ensure rebuild-related needs are elevated appropriately.
• Contribute to rebuild reporting and internal dashboards.
• Support refinement of rebuilding processes, tools, and survivor-facing materials.
Partner Coordination & Technical Alignment
• Coordinate and collaborate with Hub partners providing permitting, design construction, legal and home financing assistance.
• Help shape agenda items and discussions for rebuild-related partner coordination meetings.
• Ensure rebuilding information provided across partners remains consistent and aligned.
• Coordinate with CORE’s Technical Advisors, and other subject matter experts as needed.
• Elevate complex technical issues to appropriate advisors or partners.
Rebuild Technical & Financing Fluency
• Maintain working knowledge of LA County/City permitting pathways and residential rebuilding requirements.
• Understand wildfire-related rebuilding standards, including fire hardening and applicable WUI considerations.
• Provide high-level review of rebuilding scopes and budgets to identify major sequencing or feasibility concerns.
• Demonstrate familiarity with insurance payouts, FEMA interactions, construction draw schedules, and funding gaps.
• Coordinate with financing partners to support survivors navigating funding shortfalls.
Role Development & Continuous Improvement
• Help refine and define the Rebuild Manager role during early implementation.
• Develop internal tools, templates, and survivor-facing guidance materials.
• Provide mentorship and guidance to Resource Navigators regarding rebuild-related questions.
• Remain adaptable in a dynamic environment as systems and processes evolve.
