Commissioning Manager (Cx Manager - Semiconductor Fabs)
Role Overview
The Commissioning Manager is responsible for the
end-to-end commissioning strategy, execution, and handover of semiconductor fabrication facilities. This role requires a
holistic understanding of fab systems (process, facilities, utilities, cleanroom, automation, LSS Bulk Chemical, bulk and Spec Gas) to ensure safe, compliant, and timely start-up of complex manufacturing environments. The manager develops the Commissioning Execution plan, configures the commissioning software into align with Cx and start-up needs, and manages the development of System Start-up Matrices (SSM'). He is an integral part od the schedule team ensuring SSM's are integrated into program milestiones and milestones reflect commissioning start-up and operational needs. He aligns with Operations on hand over requirements and structures Ops and Maintenance Manuals (O&M) to to meet client needs. He completes a weekly report on all Cx KPI, forecast all speciality needs and be the link between client and construction team and integrate tool install need ito the commissioning schedule.
The position interfaces across
engineering, construction, process, facilities, EHS, and operations, acting as the central coordination point for all commissioning activities.
Key Responsibilities
Leadership & Strategy
- Develop & Implement the commissioning execution plan (CEP) for wafer fab projects
- Lead multi-disciplinary Cx teams covering process tools, facilities, and systems
- Sets up daily White board meetings and manages weekly report out meeting
- Establish commissioning governance, KPIs, and reporting frameworks
- Align commissioning strategy with client production ramp-up targets
Integrated Systems Commissioning
- Oversee commissioning across:
- Process systems PSSS spec gas and Bulk chemical delivery, high purity water and gas systems and all speciality process systems such as Arsenic &Process Vac and all high purity compressed air's
- Facility systems (HVAC, Scrubbed Exhaust/ Abatement exhaust systems, all speciality waste systems and associated treatment plants, UPW, ASU gas systems)
- Utilities (power distribution, Industrial water, off site waste discharge, Bulk Nat Gas supply and distribution, Site fibres and communications)
- Automation & controls (BMS, SCADA, MES interfaces, LSS & Security & cameras)
- Ensure systems integration rather than silo-based equipment commissioning
Execution & Delivery
- Manage pre-commissioning, commissioning, and start-up phases
- Coordinate FAT/SAT, system walkdowns, punch closure, and turnover packages
- Drive schedule adherence and risk mitigation
- Oversee vendor and subcontractor commissioning performance
Stakeholder Management
- Act as primary interface with:
- Client leadership
- Schedule team
- Tool install team
- GC contractors, Tool install contractors and tool vendors
- Operations and production teams
- Ensure alignment between construction completion and operational readiness
Quality, Compliance & Safety
- Ensure adherence to:
- Semiconductor industry standards
- Cleanroom protocols (ISO classifications)
- EHS and hazardous systems requirements (gas, chemicals)
- Drive zero incident commissioning delivery
Required Experience & Qualifications
Experience
- 12-20 years in:
- Semiconductor fabs
- Proven delivery of full lifecycle commissioning on large-scale fabs
- Experience working with major operators:
- TSMC, Intel, Samsung, GlobalFoundries, Micron, etc.
- Demonstrated ability to manage multi-billion-dollar project environments
Technical Breadth (Critical)
- Broad understanding across:
- Process equipment and manufacturing flows
- Facility and utility systems
- Cleanroom operations and contamination control
- NOT limited to a single discipline (e.g., HVAC only, electrical only)
Skills
- Strong programme leadership and coordination
- Ability to integrate diverse technical disciplines
- Commercial awareness (schedule, cost, productivity)
- Excellent stakeholder engagement at senior level
Education
- Degree in Engineering (Electrical, Mechanical, Chemical, or related)
- Chartered or equivalent preferred
