Project Manager IV
(Utilities Infrastructure Projects and Programs)
Colorado Springs Utilities is hiring a Project Manager IV to assist our Projects and Programs Department’s Distribution & Collection Infrastructure Project Management Group. As a Project Manager IV, you will have the opportunity to work with various stakeholders across organizational boundaries to manage, prioritize, and execute projects meeting established objectives, milestones, performance metrics, and deliverables. You will be responsible for managing small- to large-scale linear infrastructure projects, providing project management services for projects and programs related to our natural gas, electric, water, and wastewater systems to ensure successful delivery within scope, budget, and schedule. Project Manager IV key responsibilities:
- Independently manage multiple, large-scale projects and/or programs with large organizational impact. Monitor project and program progress, track milestones, and ensure adherence to quality standards and regulatory requirements
- Develop and implement comprehensive project and program plans aligned with organizational strategic goals. Plans will include objectives, requirements, risk, scope, timelines, budgets, and deliverables
- Lead cross-functional project and program teams and manage project and program resources, including team members across departments, contractors, and materials
- Develop and manage project and program budgets, financial forecasts, and cost-control measures (including review of pay applications and approval of contractor invoices)
- Develop, monitor, and maintain project schedules, status, and close-outs
- Collaborate with technical experts and internal and external stakeholders to define project scope, objectives, milestones, resource requirements, and deliverables
- Interface with internal and external engineers, consultants, materials suppliers, construction contractors, internal construction crews, regulatory agencies, and other project specialists
- Communicate and collaborate with team members and stakeholders. Manage stakeholder expectations and communicate project and program status
- Conduct project and program performance reviews and report out on project and program progress. Identify areas for improvement and implement corrective actions
- Resolve issues, conflicts, and risks that impact projects or programs
- Provide mentorship, guidance, and training to junior project managers
- Develop and/or assist in the development of contract documents (scopes of work, contracts, specifications, etc.) for the procurement of goods and services
- Perform contract management, including oversight of contract execution, amendments, and change orders
- Ensure accurate project records, such as risk registers, schedules, cost data, contracts, permits, technical drawings, specifications, statements of work, submittals, RFIs, and correspondence, are maintained in the project management information system
- Evaluate, monitor, direct, and manage outside contractors, consultants, and vendors
- Fosters and maintains positive customer relationships
- Assist with short and long-term planning for capital budgeting and projects
Who You Are... You are likely someone with at least 8 years of progressively responsible experience in senior-level project management, preferably in planning and constructing energy and/or water-related infrastructure. We are seeking the following education, experience, and skills:
- A bachelor’s degree in management, project management, construction management, engineering, or a similar technical field, coupled with appropriate relevant experience, is preferred
- The ideal candidate will bring 8+ years of progressively responsible professional-level project management experience (equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be accepted in lieu of experience requirement)
- Possession of a Project Management Professional (PMP) certification, Certified Construction Manager (CCM) certification, or Professional Engineering License (PE) is desired, and is required within one (1) year after entry into the position
- Experience in managing complex projects and programs (utility industry projects/programs preferred)
- Knowledge of project management methodologies, frameworks, and best practices
- Familiarity with Pipeline and Hazardous Materials Safety Administration (PHMSA) program regulations and guidelines is a plus
- Strategic planning and business acumen skills
- Strong leadership and team-building skills
- Sound critical thinking and decision-making abilities
- Advanced communication and stakeholder management abilities
- Financial and risk management/mitigation experience
- Experience in contract development, particularly in the public utility sector
- Possess strong interpersonal skills that allow for establishment of effective internal and external relationships with contractors, Utilities staff, and suppliers
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
- Exerts up to 10 lbs. of force occasionally and/or small amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
