Role Overview
The General Manager - Civil will be responsible for end-to-end management of civil projects, starting from tendering and bidding stages through execution planning, monitoring, and close-out. This is a strategic, office-based leadership role, requiring strong techno-commercial expertise, coordination capability, and execution oversight.
Key Responsibilities
1. Bidding & Tender Management
- Lead and review tendering, bidding, and proposal preparation for civil projects
- Review BOQs, drawings, specifications, and technical reports
- Finalize construction methodology, resource planning, and execution strategy
- Prepare and validate cost estimates, rate analysis, margins, and risk provisions
- Participate in technical and commercial negotiations with clients, consultants, and EPC contractors
2. Project Planning & Pre-Execution
- Develop project execution plans, construction schedules, and resource deployment strategies
- Finalize plant & machinery planning, manpower deployment, and procurement strategy
- Coordinate preparation of method statements, work procedures, and project-specific HSE plans
- Ensure readiness for project kick-off and mobilization
3. Execution Monitoring & Control
- Monitor ongoing projects against cost, schedule, quality, and safety benchmarks
- Review monthly progress, cash flow, billing, and cost-to-complete forecasts
- Support project teams in resolving technical, contractual, and coordination issues
- Ensure adherence to approved designs, specifications, and quality standards
4. Commercial & Contract Management
- Oversee contract administration, claims, variations, EOTs, and correspondence
- Review RA bills, client certifications, and payment follow-ups
- Support leadership in dispute avoidance and resolution strategies
- Ensure commercial closure and project profitability
5. Stakeholder Coordination
- Act as a key interface with clients, PMC/consultants, vendors, and internal teams
- Participate in review meetings, progress meetings, and management presentations
- Guide project teams in maintaining professional client communication
6. Team Leadership & Governance
- Mentor and guide planning, billing, and project control teams
- Establish standard operating procedures (SOPs) for bidding and execution
- Support talent development and performance reviews
- Promote a culture of accountability, quality, safety, and continuous improvement
Key Skills & Competencies
- Strong expertise in civil construction and infrastructure projects
- Excellent understanding of BOQs, contracts, specifications, and execution methodologies
- Proven ability in cost control, planning, and project monitoring
- Strong negotiation, communication, and stakeholder management skills
- Commercially astute with a profitability-focused mindset
Qualifications
- B.E./B.Tech in Civil Engineering
- 10-12 years of experience in civil / infrastructure projects
- Minimum 5-7 years in senior leadership or managerial roles
- Experience across tendering, execution planning, and project controls is mandatory
- Prior experience with piling, geotechnical, marine, or heavy civil works will be an advantage
