About the Department
The Staff Accountant supports the City of Winter Springs Finance Department through accurate financial recordkeeping, reporting, and analysis. Key responsibilities include recording and coding transactions, reconciling accounts, maintaining schedules and spreadsheets, managing the capital asset process, and preparing various financial reports. This position works under the general supervision of the Senior Accountant and collaborates regularly with internal departments, outside agencies, vendors, and the public.
Position Duties
- Compute, classify, and record financial transactions to ensure accurate financial records.
- Reconcile accounts, maintain monthly schedules, analyze variances, and prepare and post recurring journal entries (e.g., franchise fees, earnings allocations).
- Complete monthly and quarterly external reporting, including payments to state and county agencies (e.g., sales tax, fuel tax, fire fees, impact fees, permit surcharges).
- Ensure compliance with all applicable federal, state, and local regulations and ordinances.
- Code financial documents in accordance with City policy; research and resolve discrepancies in records, including invoices and purchase orders.
- Prepare purchase-related documentation following procurement policies and budget requirements. Provide backup support to Accounts Payable and Associate Business Analyst staff as needed.
- Review and post daily revenue batches received across the City.
- Review and post daily utility billing adjustments for accuracy and authorization.
- Manage all phases of the capital asset process, including journal entries, roll-forward schedules, and the annual inventory.
- Track expenditures and maintain detailed spreadsheets.
- Participate in special department projects as assigned.
- Maintain reliable, in-person attendance due to the need for onsite collaboration, document access, and interdepartmental communication.

Education & Experience
- Associate degree in Accounting, Finance, or related field, or an equivalent combination of education and experience.
- One (1) to three (3) years of experience in accounting, finance, or a related support role.
- At least one (1) year of experience working with debits, credits, and T-accounts.
- At least one (1) year of experience with purchase orders and budgeting.
- Advanced proficiency in Microsoft Excel, including VLOOKUP and pivot table functions.
- Prior experience in government finance is preferred.
Knowledge, Skills & Abilities- Knowledge of generally accepted accounting principles (GAAP) and their application.
- Strong proficiency in Microsoft Excel and skill with Word, PowerPoint, and Access.
- Ability to perform complex calculations quickly and accurately.
- Ability to establish and maintain effective working relationships with colleagues, external partners, and the public.
- Experience using accounting systems, procurement processes, compliance practices, and budgeting tools.
- Strong organizational skills and the ability to maintain detailed records.
