About the role

Job Summary

This position will administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), and Workers' Compensation program. Incumbent is responsible for timely filing of all property and casualty claims.

Essential Job Functions

  • Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
  • Handles the FMLA leave administration process from the employees' initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
  • Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work, relays communication between employees and their managers during leave within reason.
  • Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and log-term disability benefits.
  • Oversees the return-to-work process for employees returning from extended FMLA, workers compensation, or other leave(s).
  • Facilitates other leave requests, which may include accommodation requests under the ADA.
  • Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
  • Preserves confidentiality of employee medical documentation and files.
  • Process personnel action forms with accuracy and in timely fashion for all police and fire personnel.
  • Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.
  • Timely filing of liability/property damage claims securing necessary information (reports, statements, appraisals, etc) for investigation of claims.
  • Assist with coordination of safety efforts and training sessions.
  • Maintain regular and prompt attendance, physically present to work; may be required to work evenings and/or weekends.
  • Performs other similar or related duties as assigned.

Minimum Qualifications & Requirements

  • Associate Degree in Human Resources, Business Administration preferred or combination of experience and education in HR.
  • Detail-oriented with excellent organizational and time management abilities.
  • Must have experience with Microsoft Office (Word, Excel, PowerPoint)
  • Must have current valid Class "C" Texas Driver License and be insurable.
  • Applicant must pass pre-employment criminal background check and drug screen at City's expense.
  • Must successfully complete Emergency Management and Incident Command Training within first three months of hire date.
  • Bilingual English/Spanish preferred.

Knowledge, Skills & Abilities

  • Excellent interpersonal and verbal communication skills for effective interaction with coworkers, residents, city commissioners and community leaders.
  • Maintain HR knowledge up to date by attending seminars, HR meetings, and networking.
  • Excellent organizational skills and attention to detail.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.

Working Conditions/Physical Demands

  • Ability to lift up to 30 lbs.
  • Understanding of safety responsibilities and adhere to established policies, procedures, and training.

Emergency Management Responsibilities

During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as hurricane, flooding, or other emergency situations and are expected to perform emergency services duties as assigned.
