NATURE OF WORK
 

This classification investigates and enforces regulatory ordinances related to the City landscape maintenance code.  An employee in this position receives complaints and reviews inspection reports; conducts field inspections; determines violations; prepares related citations; responds to inquiries and complaints; creates case file; generates reports; maintains database; manages City sidewalk programs; and appears in court as needed.  This position also enforces other ordinances (including county) such as licensing of tree trimmers, sight line visibility of landscape, illegal dumping, and irrigation.

Position Duties

ESSENTIAL JOB FUNCTIONS

  • Receives complaints for violations of landscape regulations; performs verification and determination of the nature of the violation; prepares and serves notices to remove existing violations; writes summonses; and files misdemeanor charges in cases of failure to remove a violation.
  • Researches property website regarding ownership; reviews tax records for any lis pendens or foreclosures; and checks commercial property records for registered agents, attorneys, etc.
  • Researches, locates, and prints City approved site plans and surveys related to solve code issues relating to any field problems that may need to be corrected per plan.
  • Creates case files; enters data into system on new cases and updates.
  • Assists and processes City Engineer landscape permit applications including on-site investigations.
  • Performs, as needed, evening and weekend inspections and surveillance to secure compliance relative to landscape violations; testifies in court as complaining witness.
  • Confers with City departments on matters relating to landscaping regulations and City codes; prepares written investigative field reports of violations for presentation to the Special Master or a or county court.
  • Maintains files on violations; dictates correspondence relating to the work; and searches County Tax Assessor’s records for current ownership of property relative to violation. 
  • Checks the current status, expiration date, current class information, signage on trucks, business cards with license numbers, and research to see if tree trimmer license is current; if un-licensed, takes photos of  work in progress along with trucks, license plates, etc.; sends information to the county with sworn, notarized affidavits for County enforcement
  • Assists, as needed, with on-site landscape inspections for permit requests.
  • Reviews residential properties for the Sidewalk Repair Program. 
  • Enforces the permanent irrigation restrictions for Broward County. 
  • Meets and answers questions of citizens or potential residents, business owners, and contractors in the field.
  • Places daily worksheets on Officer’s desks each morning.
  • Performs related work as required.

Minimum Qualifications


EDUCATION 

  • High school diploma, vocational school, or GED.
  • Associate's degree in landscaping design, forestry, botany, nursery sciences, or a closely related field preferred

 

EXPERIENCE

 

  • Reasonable work experience in investigation and enforcement of zoning codes.

NECESSARY SPECIAL QUALIFICATIONS

  • Florida Association of Code Enforcement (FACE) Level 1 Certification.
  • ISA Certified Arborist.
  • ISA Certified Arborist Landscape Inspector Certification.
  • LIAF Certified landscape Inspector.
  • FNGLA Certified Horticultural Professional.
  • Maintains required licenses and certifications during employment in this position. 
  • Must possess a valid driver’s license with an acceptable driving record.
  • Must obtain a valid Florida driver’s license prior to hire.

Physical Requirements


PHYSICAL REQUIREMENTS


Physical: 

  • Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (25) pounds. Descending and climbing stairways and extended periods of sitting and standing o may be required 


Work Environment: 

  • Ability to work indoors and outdoors in various weather conditions, including inclement weather


Sensory: 

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing

Other Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of landscaping species, types of trees, plants, diseases, and planting compatibility and growth patterns.
  • Knowledge of legal procedures related to the enforcement of landscaping regulations and codes.
  • Knowledge of the City codes, regulations, rules and procedures, and administrative practices relating to enforcement procedures.
  • Knowledge of modern office principles and procedures. 
  • Skill in using Office and department software.
  • Ability to meet the general public, and explain and enforce regulations firmly, tactfully, and impartially.
  • Ability to make inspections and to ascertain facts through investigations.
  • Ability to prepare and maintain records and report.
