About the Department


  • The purpose of this position is to supervise the daily work of Public Works crews and ensure the quality of work related to water, sewer, pavement, ROW, and other public infrastructure.
  • This class works under direct supervision by the Superintendent, working closely with the Superintendent in determining work methods and sequences.

Position Duties

The essential functions listed below are those that represent most of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Develops employees by providing cross training and job rotation to make sure employees can advance within their own job classification levels.
  • Assists Superintendent in establishing work schedules; coordinates, assigns and reviews work; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives guidance and direction as needed.
  • Supervises the daily activities of Streets and Highway operations, such as ditching, concrete/asphalt repair, grading, snow removal, dust control, guardrail and fence repair, mowing, litter pickup, and related activities. Evaluates issues, problems, and systems, and develop plans and solutions.
  • Supervises the daily activities of Water & Sewer operations, water service connection, water meter repair and installation, repair of sewers, valves and water mains, site plan and construction plan review, and related activities. Evaluates issues, problems, and systems, and develop plans and solutions.
  • Responds to citizen complaints and inquiries, via direct contact or written communication.
  • Determines appropriate materials, equipment and tools for various assignments. 
  • Assists in preparing purchasing and maintenance contract specifications.
  • Assists in managing maintenance contracts.
  • Oversees selected contract operations and emergency crews outside of normal business hours.
  • Utilizes computerized asset management system (OpenGov) by creating requests, assigning tasks, following up on active tasks through point of completion and ensuring work has been properly logged in the system.
  • Provides 24-hour on-call service as part of a rotating schedule coordinated with other Public Works Supervisors. 
  • Performs related work as assigned.


Minimum Qualifications

Minimum Education and Experience Requirements:

  • High School graduation or GED equivalent.
  • Five (5) years of public works systems, streets and highway and/or water and sewer maintenance or an equivalent combination of education, training and experience.
Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Unavoidable Hazards (Work Environment):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Special Certifications and Licenses:
  • Possession of a Water Distribution S-3 License within one (1) year of employment.
  • Possession of Traffic certification within one (1) year of employment.
  • Must possess and maintain a valid state commercial driver’s license with an acceptable driving history, class A CDL with tanker and airbrakes endorsements required within one (1) year of employment.
Standard Clauses
Shall be required to work nights, weekends and holidays to meet the business needs of the City.
