The City of Seward is recruiting for a Harbor Worker II
This position is responsible for performing various maintenance, repair, operational and safety tasks in and around City port/harbor facilities and uplands.
Position Duties
DETAILED WORK DUTIES:
Performs work according to daily schedule established by the Deputy Harbormaster/HarborWorker III with special assignments performed as required. Work is reviewed for operations safety, maintenance and repair quality, and uniform and fair enforcement of harbor rules and regulations.
Operates medium and heavy equipment used by and for the City including, but not limited to trucks, small tractors, vacuum tanker, graders, loaders, boat lifts, dump trucks, backhoes, bulldozers, snowplows, snow blowers.
Ensures safe operation of equipment (50-ton and/or 330 Ton Travelift) and safety of other persons and objects within the vicinity, including safety and stability of boats in the harness prior to transport; maneuvering the lift safely around obstacles such as vehicles, traffic, buildings, other boats; checking for correct blocking of boat; and ensuring the safety of all personnel involved during lift operation.
Operates various power boats to safely tow disabled or other boats, or to assist in search and rescue operations in a variety of weather conditions.
Performs maintenance, remodeling and repair tasks on buildings, equipment and facilities.
Facility Security Officer
Participates in design, construction, installation, project management and quality control of facilities construction projects for City and port, such as floating docks, bathroom facilities, buildings, boardwalks and launch ramps.
Independently works with vendors and suppliers for parts and services, including ordering, receiving, using and installing parts and supplies required for daily port operations.
Keeps water in and adjacent to harbor clean and clear of debris. Uses vacuum truck to collect and dispose of waste oil from collection sites located around the harbor area facilities and various locations within the City; uses power boats to collect and dispose of floating debris and other trash; tows fish waste collection barges to deep water disposal sites.
Maintains harbor property and boat safety. Extinguishes small fires or activates fire alarms and Department Emergency Action Plan; provides emergency response to boats in danger of sinking; operates portable de-watering equipment to stabilize the boat; removes snow from port and City facilities.
Maintainsharborrecords andreportsas required.
Independently inspects floats and port area for user compliance to rules and regulations, safety hazards and general material condition; requests assistance from the police or fire departments as needed.
Completes daily boat inventory of all port facilities, records electrical meter readings.
Acts as ambassador for Department and City, responds to questions from port customers and members of the public.
Occasionally performs administrative/clerical duties in the office as assigned, including answering phones, providing information to the public, processing applications, scheduling port facility use, point of sale, data processing using office computer system and other related tasks.
Provides effective and efficient customer service and promotes and maintains responsive community relations.
Follows safe work practices.
Performs related duties as assigned.
Backs up Street Department during surge operations.
Minimum Qualifications
EDUCATION/EXPERIENCE:
High school diploma or GED and two years of maintenance and repair experience requiring some knowledge of building and equipment maintenance procedures; or course work or training in building or equipment repair for up to one year of required experience; or any equivalent combination of training and experience which provides the following knowledge, skills and ability:
- City Port/Harbor Department policies and procedures.
- Applicable federal, state, and local regulations and safety codes.
- Electrical, plumbing, welding, mechanical, painting, minor construction, sign making and general laboring procedures.
- Oral and written communications.
- Trouble shooting and problem solving.
- Construct, maintain and repair complex structures, projects, and related systems and equipment independently and in accordance with blueprints, building specifications, and codes.
- Safely operate boats, medium and heavy equipment used by and for the City.
- Safely operate hand and power tools.
- Assist in search/rescue and firefighting in emergency situations.
- Maintain records and use office equipment as needed, including computers, phones, payment receipts, etc.
- Multi-task and prioritize work.
- Valid Driver’s License.
- Commercial Driver’s License required for operating medium to heavy equipment.
- Must complete ICS 100, 200,700 and 800 within first 6 months of employment
- Establish and maintain effective working relationships with supervisors, coworkers, contractors, vendors, boaters and harbor users, and the general public.

WORKING CONDITIONS:Work is performed mostly in the City’s harbor and facilities and occasionally in an office setting. The employee is frequently exposed to noise, odors, fumes, wetness and humidity, vibrations, electrical currents, mechanical parts, heavy machinery, and suspended loads, and occasionally is exposed to extreme heat or cold, smoke, toxic agents, and airborne particles.
