About the Department

This is a high level management and professional engineering position involving responsibility for managing large scale municipal projects and initiatives in parallel with coordinating, planning, and directing select divisions within of the City’s Bureau of Architecture and Engineering. The Assistant City Engineer works with the City Engineer to manage and direct multi-disciplined professional/technical employees within the Bureau and to make decisions and recommendations that are recognized as authoritative and have an important and lasting impact on the community, public realm and various engineering and architectural activities.  The work is performed under the general direction of the City Engineer. Performs related work as required. City living is preferred, but not required for this position.   

This is a Competitive Class position.  The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three.  (See  "http://www.cityofrochester.gov/article.aspx?id=8589935786" Provisional Appointment - FAQ's) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.

Position Duties

  • Conducts and participates in planning, interpreting, developing and reviewing procedures, projects, programs, and policies;
  • Conducts systematic reviews of the efficiency and economy of operations of select divisions within the Bureau and works collaboratively with division teams to make recommendations to the City Engineer for improvement;
  • Confers with the general public and concerned departments and agencies regarding engineering operations and policies;
  • Reviews and evaluates plans, designs, working drawings, estimates, contracts, records, reports and related engineering and/or architectural data and makes recommendations;
  • Assists the City Engineer in the preparation of the annual operating and capital budget and controlling of expenditures within budget allowances;
  • Develops long-range planning and engineering proposals;
  • Analyzes the capabilities and performances of Bureau personnel.

Minimum Qualifications

A. Master's degree in Civil, Structural, and/or Transportation Engineering AND four (4 )years of experience managing civil engineering projects, three (3) years of which were in a supervisory capacity;
OR
B. Bachelor's degree in Civil, Structural, and/or Transportation Engineering AND five (5) years of experience as described in A).

SPECIAL REQUIREMENTS:

  1. Possession of a New York State Professional Engineer's license, or ability to obtain registration through a reciprocity agreement.
  2. Possession of a New York State Class D Drivers license.
