The ideal candidate will oversee, assign, review, and actively support the work of staff handling the operations of the Police Records Section within the Police Department, including records management and identification services. This individual will ensure high-quality work and compliance with established policies and procedures, while also performing complex and technical tasks within their area of responsibility.

We currently have one vacancy in the Reno Police Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

Position Duties

  • Plan, prioritize, supervise, review, and direct the work of staff responsible for the daily operations of the Police Department’s Records Section including Work Applicant Unit, , Public Counter, Court Liaison, Satellite Positions, Transcription, Main Records Section, and related services and operations.
  • Establish schedules and methods for providing assigned records management and related office support services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of records staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of the records program budget; submit budget recommendations; monitor expenditures.
  • Monitor training and certification of employees throughout the Police Department on records management systems, state and federal systems, and document imaging systems.
  • Administer various databases for the Police Department including entries, modifications, and deletions of securities, authorities, code tables, and data.
  • Perform the more technical and complex tasks of the Records Section including maintenance of criminal history records, records retention, the subpoena process, and completion of statistical information.
  • Operate various law enforcement databases including NCIC, NCJIS, and Records Management databases; obtain criminal records and other legal information in the performance of assigned duties.
  • Prepare, scan, verify, and validate Police Department documents.
  • Serve as Terminal Agency Coordinator for the City of Reno Police Department; administer and enforce the policies of the FBI and NCJIS guidelines. Train and certify employees in FBI and NCJIS compliance.
  • Review reports for accurate classification and scoring of offenses for the National Incident Based Reporting System (NIBRS); prepare reports for submission to the state and the FBI. Train and certify employees in NIBRS.
  • Maintain records concerning operations and programs; prepare analytical and statistical reports on operations and activities.
  • Attend and participate in  professional group meetings; maintain awareness of new technologies, trends, and innovations in the field of law enforcement records management; incorporate new developments as appropriate.
  • Monitor records retention.
  • Perform related duties as required.

Minimum Qualifications

The following minimum qualifications are required to be met at the time of application.


Education/Training:
  • High school diploma or equivalent
  • Supplemental specialized training in police records management, office management, staff supervision, or a related field. (Specialized training may include on-the-job training obtained through relevant work experience.)

Work Experience:

Six years of progressively responsible clerical support experience, including:
  • One year in a lead capacity 
  • Three years in a criminal justice environment*

* Relevant college-level coursework in criminal justice may substitute for a portion of the required criminal justice environment experience. One year of experience will be credited for each 6 semester units (or 9 quarter units) completed, up to a maximum of two years.

OR

Two years of experience as a confirmed Police Assistant II with the City of Reno.

Certification:
  • Possession of, or ability to obtain, a valid National Crime Information Center (NCIC) certification for inquiry within six months of hire.
  • Possession of, or ability to obtain, Nevada State Criminal Justice Information Center (NCJIS) certification within six months of hire.
  • Possession of, or ability to obtain, State certification for the National Incident Based Reporting System (NIBRS) within six months of hire.

Examination Process:
Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of online assessments, which include a Cognitive Abilities Test, an Employee Personality Profile, and an 
Emotional Intelligence Assessment, along with a Training and Experience evaluation (T&E) weighted as follows:


Training & Experience Evaluation (T&E) = 70%

Cognitive Abilities Test = 30%

Employee Personality Profile = Informational purposes only

Emotional Intelligence Assessment = Informational purposes only


Online Assessment Details:
Qualified applicants will be invited to participate in the online assessments once the recruitment has closed. These tests will be self-administered with no proctor, which means candidates will be able to complete them online at their convenience during the designated testing window.

Training and Experience Evaluation (T&E) Details:
The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The T&E must be submitted online at the time of application.  

  • Responses to your T&E questions should be consistent with the information given in your application details. Answers are subject to verification.

Employee/Veteran Preference in the Event of Tie Scores:

Promotional Examinations (Rule VIII, Section 7):
If two or more employees earn the same final score (including seniority points), veterans’ preference will be applied if any of the tied employees have submitted proof of an honorable military discharge. This preference is only used to break ties. If a tie still remains, it will be broken based on seniority in the current classification. Proof of honorable discharge must be submitted with the application.


Seniority Points:

Seniority Credit (Rule VIII, Section 9):
Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:

The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.


Appointment and Certification:
Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.


Probationary Period: 
Certification of Eligibles, Appointments, and Probation (Rule VII, Section 12)

Classified employees who are newly hired, promoted, reclassified, transferred, or who voluntarily demote to a lower position are subject to a probation period.


The only exception is if an employee chooses to voluntarily demote back to the exact job they previously held within 24 months of being promoted.
