Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Please join us as we provide hope and recovery opportunities for the persons we serve.The NCSB is currently seeking a Program Administrator in their Housing and Homeless division. The Housing and Homeless division serves individuals experiencing homelessness in Norfolk through a variety of programs including outreach, housing planning, emergency shelter, and supportive housing programs. The Program Administrator will be responsible for developing, implementing, supervising, monitoring and assessing program areas and grants. Providing administrative and policy support, consultation information, community outreach and engagement, leadership and supervision. The Program Administrator will also develop and implement grants and supervise subordinate professional and support personnel.Departmental Hiring Salary Range: $62,732- $71,987
Position Duties
Essential functions include but are not limited to:
- Administers programs and services in accordance with the programmatic, personnel and fiscal policies and procedures of the Norfolk Community Services Board and regulatory agencies, such as licensure and accreditation standards.
- Develops programming and staffing in accordance with grant requirements.
- Monitors and oversees team and program operations, activities, reporting, and outcomes.
- Provides internal and external advocacy for systematic responsiveness to project consumers.
- Serves as the liaison to other Program Supervisors and communicates with them about service barriers.
- Provides regular supervision of staff on an individual basis at least monthly.
- Develops treatment and basic needs resources to meet the needs of consumers and for staff operations.
- Works to develop increased housing opportunities through outreach activities to landlords and other housing providers.
- Provides feedback and reporting to state for grant activities, including travel to regional and state meetings.
- Provides educational sessions to the community and trainings to staff, community, and partner organizations.
- Performs personnel functions such as interviewing, selection recommendations, employee performance reviews, disciplinary action and leave management for team operations.
- Does data input and monitoring data quality of Homeless Management Information Systems (HMIS)
- Monitors and analyzes program(s)' performance in terms of documentation, grant outcomes, expenses, staff activities, and consumer satisfaction.
Minimum Qualifications
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Five years' experience.
Preferred Education/Experience:
- Bachelor's Degree in a human services field.
- Two years of experience in human services, preferably with persons experiencing homelessness and behavioral health disorders.
- Prefer direct experience assisting persons in gaining housing.
- One-year supervisory experience. Experience must be progressive and include staff supervision, training, or leadership roles.
- Strong computer skills.
Other Qualifications
- Valid Driver's License may be required depending on assignment.
