BRIEF DESCRIPTION OF THE JOB:
Responsible for implementing and overseeing the pavement management program, handles data collection and data analysis. Completes or manages roadway, curb, sidewalk, signs and road marking installations, repairs, and replacement. Manages a variety of pavement improvement projects and capital improvement projects (CIP's) as well manages the repair, replacement or new construction of improvements within City rights of way and streets to ensure proper coordination and scheduling. Represents the City in meetings with contractors, developers, and other agencies to provide consultation to City staff; reviews plans specifications and technical documents prepared by consultants, developers, utilities, internally and others to ensure compliance with federal, state, city, and industry codes and regulations.

Programs, schedules, and manages the City's Pavement Management Program

Researches new materials and techniques and monitors current developments in pavement management to ensure standard pavement management practices are used.

Performs difficult and complex engineering support work. Oversees and assists in performing standard and quality control testing and/or orders detailed testing. Analyzes results.

Creates and directs roadway preventative maintenance forecasts and rehabilitation strategies. Develops work plans and monitors workflow of pavement and sidewalk projects

Coordinates with local agencies regarding pavement issues and with other agencies (such as ADOT and MCDOT) regarding maintenance of street and right of way assets within those jurisdictions.

Provides technical specifications and oversees contracts for concrete, asphalt, striping, signing and other roadway and right of way maintenance.

Schedules, procures, manages and inspects the street, right of way and streets pavement maintenance and contractors and consultants and work deliverables.

Receives and investigates complaints attributed to sidewalk conditions and other right of way items and schedules repairs.

Responds to citizen inquiries regarding street maintenance schedules or reported concerns.

Coordinates with other City Departments to avoid conflicts in the streets maintenance schedule with other City projects or operations.

Maintains an understanding of Pavement Management Systems, pavement materials, and current or new pavement maintenance practices.

Performs civil plan reviews for compliance with adopted codes and standards. Assists with civil plan submittals for CIP planning, new construction and public works projects.

Prepares or completes various forms, reports, correspondence, logs, project
reports, punch lists, work orders, field test reports, spreadsheets and other documents.

Prepares and monitors project budgets, implementation schedules, and other obligations relative to executed agreements from conception to completion; authorizes payments; benchmarks and establishes efficiency measures through data-driven maintenance management.

Prepares periodic inspection reports by obtaining, compiling, and documenting statistical information from inspectors. Ensures that construction warranty periods are monitored, and that follow-up warranty inspections and repairs are completed in a thorough and timely manner.

Collects data, assesses pavement and signs conditions, striping conditions determines need for maintenance work, obtains bids, administers contracts for projects, coordinates streets maintenance projects, researches pavement treatments, document drafting, plans and specifications preparation project updates.

Maintains and operates equipment such as tractor, swiper, broom, backhoe, trucks, power tools, etc. Responsible for street cleaning sweeper.

Manages and coordinates the City’s AZ811 (Arizona Blue Stake) program and account. Responsible for locating and marking City underground infrastructure in right of way or on property. Shall process locations requests and tickets, monitor contractors and maintain detailed records.

Coordinates with other departments, consultants or contractors to develop and maintain asset management database for roadway, street and other right of way improvements and assets. Involves managing applicable budget each year for account management.

Oversee and manage daily duties and tasks of street maintenance technicians, and any other staff assigned to streets superintendent. Provide leadership, training/monitoring, manage daily workload and schedule. Forecast upcoming tasks, material and equipment orders. Completing performance reviews and other day to day manager duties.

This position is hands on in the field. Is expected to perform pavement and concrete repairs, sign and post installs and replacement, striping and marking, storm drain cleaning and repairs, and other street and right of way or repairs.

JOB REQUIREMENTS:
 
JOB REQUIREMENTS
Formal Education/ Knowledge
High School Diploma or GED required. Preferred Bachelor’s Degree in Civil Engineering or related degree.
Experience
Minimum of six (6) years of project management experience with a major emphasis on street pavement preservation curb, asphalt, walls, etc. Repairs and installs and maintenance and operation of associated software and programs.
Certifications and Other Requirements
Valid Driver’s License. Work requires knowledge of municipal capital operations and specific technical knowledge relating to infrastructure and street maintenance. Traffic Control (ATSSA) certification within 6 months of hire.
Reading
Work requires the ability to read and comprehend reference books, manuals and related materials. Reading blueprints, plans, and drawings. Read reports, City, State and Municipal codes, ordinances, customer contact forms, plans, and maps and other technical documents.
Math
Work requires the ability to perform complex math calculations.
Writing
Work requires the ability to clearly construct written communication and email correspondence, technical reports, memos, recommendations.
Managerial
Job/position has the responsibility for the direction or supervision of others.
