General Definition of WorkPerforms skilled administrative support work receiving, processing, recording and accounting for utility revenue, taxes and various other fees, processing payments, preparing cut in, cut out and transfer orders, preparing and maintaining records and files, entering data, assisting the public, and related work as apparent or assigned. Work is performed under the moderate supervision of the Customer Service Manager.

Essential Functions
Receives and processes daily cash for utility bills, taxes and other fees and charges via mail, in person and by phone.
Answers telephone; receives and responds to customer inquiries or complaints regarding utility bills and other collectibles in person or via telephone.
Balances daily cash and processes bank deposit.
Assists customers with the completion of standard forms; takes applications for business licenses and yard sale permits.
Establishes services for electric and water accounts, new sewer and water taps; prepares work orders for connection and disconnection lists.
Enters a variety of financial information into computer system.
Prepares and processes monthly invoices; collects returned check fees.
Completes any other assigned duties by supervisor.
Provides excellent customer service when working with citizens, elected officials, and/or associates.
Supports the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials.
Minimum Qualifications
Knowledge, Skills and Abilities
General knowledge of clerical and accounting terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; general knowledge of utility service connection and termination procedures and customer billing, collecting and adjusting methods and procedures; general knowledge of personal computer operation and associated software; ability to understand and follow oral and written directions; ability to follow detailed work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill in the use of a variety of office and data processing equipment; ability to establish and maintain effective working relationships with associates and the general public.
Education and Experience
High school diploma or GED and minimal experience in customer service, collections or billing operations involving heavy public contact, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking and sitting and occasionally requires stooping, kneeling, crouching or crawling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work occasionally requires working near moving mechanical parts; work is generally in a moderately noisy location (e.g. business office, light traffic).
