About the role

About the Department

An employee in this classification is responsible for technical work involving field inspection of the electric conduit system to ensure compliance with Lakeland Electric standards.  The employee will be required to perform inspections of electric lines and devices on the distribution and transmission system and issue work orders utilizing proprietary software. This position locates underground cable by utilizing maps, as-built drawings, and cable locating equipment will be required at times. Work is performed under the general direction of a Maintenance and Services Engineering Supervisor or a T&D Supervisor.

Position Duties

  • Inspects electric overhead, underground, and lighting systems such as poles, conduit, hardware, transformers, insulators, switches, wiring, etc., to ensure that all equipment is free of hazards and is in safe operating condition.
  • Accesses energized equipment and installs covers to assist electricians or contractors with installing conduit & conductors as needed inside energized equipment, etc.
  • Performs basic maintenance work and may assist line crews.
  • Creates, writes, and completes basic maintenance orders & residential service orders.
  • Assists with outages as required during emergency situations.
  • Assists the T&D group voluntarily after hours for planned or unplanned work.
  • Maintains accurate records of inspection programs.
  • Follows established safety procedures and uses required protective devices and equipment when in proximity of energized equipment.
  • Monitors performance to ensure compliance with necessary standards and provides necessary field support to Lakeland Electric contractors.  
  • Requires daily use of iPads, computers, and various computer applications, including but not limited to MS Office, ArcGIS, distribution designing software, Maximo, etc. 
  • Performs inspections to ensure all materials comply with utility standards and are delivered under proper conditions.
  • Completes the regulated environmental clean-up of spills during normal business hours and after hours and ensures the established documentation is completed.
  • Monitors projects for conformance with Lakeland Electric plans and specifications. 
  • Inspects the final installation and makes a checklist of remaining work or problems for the contractor to correct before acceptance by Lakeland Electric.
  • Identifies inaccuracies in the field and communicates corrections to the ITGIS group.
  • Schedules and attends meetings and inspection events as required. 
  • Provides reliable underground cable locations using as-built drawings, maps, and cable-locating equipment.  
  • May be required to maintain accurate records for underground cable locating using the necessary Sunshine locating system. 
  • May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements. 
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department. 
  • Position is designated as Mission Critical.

ADDITIONAL FUNCTIONS:
  • Performs related work as required.
  • Assists with the hiring process and training of new inspectors.

Minimum Qualifications

  • A high school diploma from an accredited school or a GED.
  • Five years of experience in electric distribution, both overhead and underground.

SPECIAL REQUIREMENTS:
  • Must possess and maintain a valid driver’s license.
  • Must possess and maintain a valid telephone number.
  • Experience in electric utility and power line construction and maintenance is preferred.

Other Qualifications

KNOWLEDGE:
  • Thorough knowledge of high voltage personal protection and related safety procedures.
  • Thorough knowledge of overhead and underground systems and construction procedures.

SKILLS:
  • Skill in the use of computers.
  • Skill in the use of underground locating equipment.

ABILITIES:
  • Ability to maintain a working relationship with external customers, consisting of but not limited to engineers, contractors, and developers, and maintain integrity, composure, and tact at all times.
  • Ability to read and work from maps and drawings.
  • Ability to comprehend instruction manuals and technical data.
  • Ability to interpret the National Electrical Safety Code.
  • Ability to work with minimal direct supervision.
  • Ability to establish and maintain effective working relationships with associates, employees, and other city departments.
  • Ability/willingness to perform work safely and to report unsafe practices/situations to the appropriate supervisor.
  • Ability to maintain accurate records using a locating system. 
  • Ability/willingness to perform work to support the vision, mission, values, and goals of the department.
  • Ability to maintain safety precautions as required with herbicides and pesticides.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • The job requires active work that involves walking or standing, exerting up to 51 pounds of force regularly, bending, and climbing.
  • The job risks exposure to electrical shock, wet/humid conditions, adverse weather conditions, dust/pollen, extreme noise levels, fumes and/or noxious odors, and moving machinery, including driving a motor vehicle.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
