About the role

About the Department

Plans, promotes, schedules, and/or coordinates a variety of recreational and cultural programs, services, facilities and events designed for the Kingsport community. 

Position Duties

  • Plans, organizes, promotes, coordinates and evaluates a variety of recreational and cultural programs to meet assessed needs;
  • Assists with the development and implementation of promotional activities;
  • Schedules, prepares, and publishes marketing materials, including calendars and flyers, to promote programs, activities, special events and facilities;
  • Provides staff support for other departments, friends organizations and citizen advisory groups;
  • Maintains facilities, enforces rules, regulations, laws and city ordinances;
  • Manages the reservation system and prepares reports; 
  • Oversees facility rentals and assists with staff training;
  • Maintains social media sites and assets;
  • Responds to citizen inquiries/complaints;
  • Meets with customers and renters to plan for events/activities;
  • Processes billing and payments for operations, facilities and advisory/friends services;
  • Maintains financial and bookkeeping records;
  • Prepares and compiles a variety of routine statistical information and prepares reports of activities and/or status of program/department activities;
  • Maintains records and files of department/program activities;
  • Orders, receives and stocks routine inventory supplies, materials;
  • Attends training and educational sessions to enhance skill development;
  • Supervises the operations of facilities as needed; completes requests for work orders;
  • Works a flexible weekly schedule;
  • Performs other duties as assigned.

Minimum Qualifications

  • Knowledge of recreational and cultural programs, services, and activities including operating policies/ procedures and planning; 
  • Knowledge of volunteer recruitment, training, and supervision practices; 
  • Skill in working effectively independently with minimal supervision in an environment subject to changing priorities, and frequent interruptions; 
  • Knowledge of basic bookkeeping/budgeting practices and procedures; 
  • Skill in social media processes, developing and printing promotional materials;
  • General knowledge of public relations and marketing principles, practices and procedures; 
  • Knowledge of a variety of computer software, including word processing, spreadsheets, presentation applications and internet programs; 
  • Skill in performing necessary office support functions such as typing, filing, and copying; 
  • Ability to communicate ideas effectively, orally and in writing; 
  • Skill in dealing with customers and service delivery; 
  • Skill in facility scheduling; 
  • Skill in establishing and maintaining effective working relationships with community agencies, city staff, and the general public;
  • Skill in efficient organizational practices;


Other Qualifications

High School Diploma or Equivalent; experience equivalent to two years recreation program, activities, or events support activities.
