About the Department
The City of Jersey City is seeking a full-time Deputy Chief Financial Officer who will be responsible for assisting in the preparation and administration of annual operating and capital budget preparation and maintenance, long-range fiscal planning including cash flow forecasts, banking relations, bank reconciliations, cash management, bond issuances, capital structure, assistance with auditors and rating agencies, day to day supervision of staff and other duties as may be necessary in the management of the Department of Finance.
Position Duties
Job Duties:
• May review requisitions for appropriate expenditure of funds and follow up on questioned
vouchers and requisitions. Authorizes the disbursement of funds.
• Assists in the preparation of the budget.
• Assigns and supervises work of subordinates.
• Assists in directing the preparation of annual financial statements and reports required by law
or contracts including the Annual Financial Statement, Annual Debt Statement and others as
required by law.
• May conduct periodic studies to determine effectiveness of current financial control methods
and recommend strategies to improve internal controls.
• Directs activities pertaining to disbursement and collection of funds.
• May prepare supplemental debt statements according to local bond law and municipal bond
ordinances. May assist in administering the municipal debt sale of bond anticipation notes and
bonds, and in preparing financial and statistical data and the bond sale prospectus.
• May prepare resolutions to transfer monies.
• Manages work operations and/or functional programs and has responsibility for employee
evaluation and for effectively recommending the hiring, firing, promoting, demoting, and/or
disciplining of employees.
• Performs other duties as assigned.
Minimum Qualifications
Required Educational Background: Graduation from an accredited college or university with a
bachelor’s degree in accounting, Budgeting, Finance, Economics, or Public or Business Administration
or sufficient experience to demonstrate financial acumen
Valid certificate as a Municipal Finance Officer issued by the NJ Department of Community Affairs is
preferred.
Required Experience: Ten (10) years of supervisory experience in functional areas of financial
management such as accounting, budgeting, auditing, and Treasury with NJ municipalities. Experience
working with the NJ Department of Community Affairs is preferred. Previous experience as the CFO or
Deputy CFO of a large municipality preferred.
Other Qualifications
Essential Skills:
• Ability to utilize various types of electronic and/or manual recording and information systems
used by the agency, office, or related units including expertise with Edmunds. Works with
information technology staff to revise or establish new operational procedures.
• Knowledge of principles, methods, and procedures used in budgeting, accounting, cash
management, internal auditing, program evaluation, and financial and managerial reporting.
• Ability to establish and maintain effective working relationships with all levels of management.
• Ability to apply sound, independent judgment in the solutions of financial problems and
administration of financial programs.
• Ability to make oral and written presentations in a clear, concise manner.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform
duties of this position. American Sign Language or Braille may also be considered as acceptable
forms of communication.
