About the Water Resources Engineering Division:

The Water Resources Engineering Division plays a critical role in planning, reviewing, and supporting water and sewer infrastructure across Greensboro. This team works closely with developers, residents, and partner agencies to ensure access to reliable services while maintaining compliance with City standards.

Every new home, business, and development depends on access to water and sewer services. The Work Management Technician is often the first point of contact—providing clear guidance, accurate information, and ensuring that connections are handled properly from the start. This role helps set the foundation for growth that is both efficient and sustainable.



About the Role:

The Work Management Technician is a technical support position responsible for assisting the public and development community with water and sewer service availability, permitting, and coordination. The job is NON-EXEMPT under FLSA. 


Key Responsibilities:
  • Serve as the primary point of contact for builders, developers, tenants, and homeowners regarding water and sewer service availability and connection requirements
  • Issue permits for water and sewer connections and collect associated fees
  • Accurately code account services to ensure proper billing
  • Apply City policies related to water and sewer service, including extensions outside corporate limits
  • Evaluate development scenarios requiring Utility and Development Agreements and Petitions for Annexation
  • Provide maps, data, and service information to the public and internal stakeholders
  • Process customer inquiries and complaints with timely follow-up via phone, email, or in-person contact
  • Collaborate with City and County Planning departments on development coordination
  • Support Engineering Division efforts in reviewing, approving, and permitting public and private utility extensions
  • Assist with capacity assurance for residential and commercial development projects

Your Career Path

This role provides opportunities for advancement into Engineering Technician, Utility Coordinator, Development Services Specialist, or other technical and administrative roles within Water Resources and City Operations.

Minimum Qualifications

Minimum Qualifications:

  • Associates Degree
    • "OR" an equivalency of a  High School Diploma "and" 3+ years of  "related" experience utilizing office equipment.
      • "OR" an equivalency of 1 year of education "and" 5 years of "related" experience utilizing office equipment
  • Valid Driver's license.
  • Prior work experience in interpreting City ordinances, procedures, and rules pertaining to utility extensions, connections and service. 
  • Experience in providing customer service to the public .
  • 3+ years experience utilizing office equipment. 
  • Knowledge and experience in processing of payments and data entry
  • Experience reading and understanding maps as it pertains to City Services

An Ideal Candidate Would Also Possess (Preferred Qualifications):
  • Experience with Microsoft office applications and ARC Reader.
  • Experience in working with a utility billing system (enQuesta).
  • Notary Public certification.
  • Prior experience in reading/understanding deeds, plats and construction plans.
  • Work experience interpreting City ordinances, procedures and rules pertaining to utility extensions, connections and services.

Other Qualifications

Work Schedule: Monday-Friday; 8am-5pm
