JOB SUMMARY
This position is responsible for coordinating water billing operations while providing customer service support, including processing payments, managing accounts, and responding to billing and service inquiries.
ESSENTIAL JOB FUNCTIONS
- Coordinates and administers the water billing process, including the accurate and timely generation of monthly bills and late notices.
- Establishes service addresses for new taps and sets up customer accounts; reviews and adjusts meter readings as necessary.
- Receives, processes, and records payments, including cash, checks, and night deposits.
- Responds to customer billing inquiries and resolves account discrepancies in a timely and professional manner.
- Provides courteous and effective customer service by addressing questions, concerns, and service-related issues regarding City services.
- Collects and processes water and sewer payments on behalf of the City and the Berkeley County Water and Sanitation Authority.
- Answer billing questions from customers
- Assists the public with questions, comments, complaints, and problems regarding all aspects of City services.
- Collects water and sewer payments for the City and Berkeley County Water and Sanitation Authority.
- Balances and reconciles daily cash drawer transactions; investigates and resolves variances.
- Identifies, researches, and corrects billing and account errors; prepares and submits bank deposits.
- Maintains accurate records and prepares reports, including payment logs, turn-off lists, service orders, and customer account histories.
- Assists customers with online payment account setup and provides support for website-related issues.
- Generates and completes work orders initiated through the online service request system.
- Processes online payments and prepares supporting documentation for journal entries.
- Prepares and distributes incoming and outgoing mail in coordination with postal services.
- Coordinates with banking institutions to obtain deposit receipts and change orders.
- Prepares monthly and annual reports for management review and distribution.
- Provides back-up support for departmental staff as needed.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS
- High School Diploma or equivalent.
- Two years experience in an office setting, to include contact with the public, utilizing computers and handling cash.
- Any combination of education and experience totaling two years may be considered.
- Valid South Carolina Driver’s License.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of departmental policies and procedures.
- Knowledge of water billing, business license, and permit procedures.
- Skill in basic accounting and mathematics functions.
- Ability to perform work accurately and provide attention to detail.
- Ability to communicate effectively both orally and in writing.
- Ability to provide quality customer service, to include handling difficult customers.
- Ability to use computers and various software programs, to include Word and Excel.
- Ability to work under pressure in a fast-paced environment.
- Ability to multi-task.
PHYSICAL DEMANDS
The work requires exerting up to 10 pounds of force occasionally and negligible amount of force to move objects and the following physical abilities: balancing, crouching, fingering, grasping, handling, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

The work is typically performed in an office.
